00:00:00.880 All right. I want to welcome everybody
00:00:02.879 here.
00:00:05.200 >> That's okay. Um and for joining us here

00:00:39.680 >> Mary, if I could ask you for the reading
00:00:41.120 of the call. [clears throat]
00:00:44.160 Dear supervisor, please be advised that
00:00:46.160 the Trump County Board of Supervisors
00:00:47.680 will have a special meeting on Monday,

00:00:53.680 Center in Whiteall, Wisconsin.
00:00:55.120 Sincerely, Mary Martin, County Clerk.
00:00:57.920 >> All right, Mary, if you mind, I'm going
00:00:59.199 to make a statement here really quick if
00:01:00.800 I don't mind reading this. Um, today I
00:01:02.879 got a um resignation letter from uh
00:01:05.119 Ronald Johnson to whom it may concern.
00:01:08.640 Um, I'll be resigning from the TLO
00:01:10.320 County Board immediately as of 10:00
00:01:11.840 a.m. Monday morning on the 12th for both
00:01:14.720 health and personal reasons. It was
00:01:16.720 received by the um, sheriff's department
00:01:18.560 like it's supposed to be turned in um,
00:01:21.119 October 12th, 2026 and signed just so
00:01:24.080 everybody sees it.
00:01:26.799 >> Thank you.
00:01:28.720 >> Mary, if you could please do roll call.
00:01:32.479 >> Bridget Turner

00:01:41.600 >> Scott Leonard.
00:01:43.119 >> Yes.
00:01:43.840 >> Paul Severson

00:01:53.119 >> Robert Becker
00:01:54.079 >> here.
00:01:54.560 >> Renee Lion.
00:01:55.680 >> Yes.
00:01:56.079 >> John Scout
00:01:57.040 >> here.
00:01:57.759 >> David Larson

00:01:59.040 >> Kristen Hughesby
00:01:59.920 >> here.
00:02:01.040 >> 16 to zero. All here.
00:02:03.280 >> 16. All everybody's here. All right. I
00:02:06.240 will make a motion on the floor to um
00:02:08.239 adoption of the six item agenda. Do I
00:02:11.200 have a motion on the floor?
00:02:13.680 >> Motion.
00:02:14.800 >> A motion by Supervisor Becker. The
00:02:17.280 second is by Supervisor Turner.
00:02:20.959 >> All those in favor, please signify by
00:02:22.879 saying yes.
00:02:26.000 >> Opposed?
00:02:28.000 >> Say no.
00:02:29.920 Carried. Okay. Number four, discussion
00:02:32.959 possible action regarding the office of
00:02:35.200 county board chairperson, including
00:02:37.040 removal and election of a new
00:02:38.800 chairperson of Trenlo County Board of
00:02:40.800 Supervisors pursuit to Wisconsin statute
00:02:43.120 5912. Do I have a motion on the floor?
00:02:49.040 >> Uh motion by Supervisor Trug. Do I have
00:02:51.680 a second?
00:02:53.040 >> I'll second that. Uh I got the second by
00:02:55.680 Supervisor Turner.
00:02:57.920 Um any discussion?
00:03:02.800 If it's okay, I'm going to make a
00:03:03.920 statement real quick if you guys are
00:03:05.200 okay with that. Just real quick. Um, you
00:03:07.360 know, I've been uh board chair for what
00:03:10.400 approximately 6 months. Um, nobody's
00:03:12.720 perfect. Um, if I have made some
00:03:15.440 mistakes. Um, I haven't been told. Um,
00:03:18.800 that's that's that's a big thing. Um,
00:03:21.040 nobody's ever came to my office or gave
00:03:22.800 me a call and let me know. Um, there's a
00:03:25.040 couple supervisors like I'm Mr. and
00:03:27.200 says, "I'm doing a great job and I keep
00:03:29.760 doing it and so on and so forth." So,
00:03:31.440 and I appreciate that for you, John,
00:03:33.200 coming up and talking to me about that,
00:03:34.640 but nobody's ever came to me and
00:03:36.799 discussed anything with me face to face
00:03:39.360 if I've done anything wrong. Um, so um,
00:03:42.720 so I want to start off with that. Um, if
00:03:45.040 I've done something um, wrong, um, we
00:03:48.319 can always talk about it when it comes
00:03:49.920 even in my office. I mean, it doesn't
00:03:52.560 have to go to this point and spend this
00:03:54.159 kind of money and um so on and so forth.
00:03:57.120 This is a job, what do they always say?
00:03:59.840 It's a thankless job. I mean, you know,
00:04:02.400 the money's not there. You do a lot of
00:04:04.720 work um behind the scenes when it comes
00:04:07.360 before we go to meetings and so on and
00:04:08.959 so forth. So, um you know, it's hard
00:04:11.040 enough to get people on our board than
00:04:13.439 then try to scare them away. So, um so
00:04:17.280 in saying that, I just want to make
00:04:18.639 those statements out there. Um, if I did
00:04:20.720 something wrong, um, I I'll apologize. I
00:04:24.560 I really will. Um, can we improve
00:04:26.800 things? Absolutely. There's a lot of
00:04:28.479 things that need to be improved in this
00:04:29.680 county. Um, can we all do it together?
00:04:32.560 Absolutely, we can. But we got to talk.
00:04:35.440 We got to speak up. Um, as a board
00:04:39.600 chair, come to me. It's not a quorum. If
00:04:42.240 one person comes to me and talks to me
00:04:44.240 about something, you can, you can do
00:04:45.919 that. It's okay to do that. um it's
00:04:48.320 better to do it through talking instead
00:04:50.479 of emails. All that kind of stuff gets
00:04:52.800 kind of mixed up and you don't get your
00:04:55.040 words across. You don't get your
00:04:56.400 statements across when it comes to
00:04:57.600 emails. Um but when it comes to talking
00:05:00.639 face to face, we can actually answer
00:05:02.240 questions um the right way instead of
00:05:05.680 going through this whole big thing and
00:05:07.440 we're on TV now and Templo County just
00:05:10.160 to me looks it doesn't look like we got
00:05:12.479 our crap together. So, with saying that,
00:05:15.600 um, I'm going to open it up to the floor
00:05:17.680 and, um, if we can make discussions and
00:05:20.479 I will, um, write down some things and
00:05:23.440 and hopefully I can answer some.
00:05:25.759 >> Supervisor True, go ahead.
00:05:27.280 >> I just want to make a clarification. Um,
00:05:29.680 you commented that this is costing
00:05:31.440 taxpayers money to have this meeting.
00:05:33.520 I'll just point out we already had a
00:05:35.039 special meeting planned for tonight, so
00:05:36.880 there aren't any additional dollars
00:05:38.479 being spent. Um, I just wanted to Well,
00:05:41.360 we're we're only going to get paid for
00:05:42.880 one, aren't we?
00:05:43.600 >> No. Two. There's two meetings. It's
00:05:45.520 $2,000 more to have the special meeting.
00:05:47.919 >> My apologies. I stand corrected. I did
00:05:49.440 not know that.
00:05:50.000 >> Yeah, it was added to um if it was added
00:05:52.880 to the other meeting, it would be one
00:05:54.320 thing, but since this was all done the
00:05:55.680 way it was done, it's actually an extra
00:05:57.280 meeting. So, go ahead. I'm sorry.
00:05:58.639 >> My apologies. Okay.
00:06:01.199 >> Go ahead. Um,
00:06:02.000 >> Mr. Chair supervis during the Packer
00:06:04.560 game I put a some thoughts together and
00:06:07.600 I put it on paper
00:06:09.360 >> and um I asked u our county clerk if she
00:06:12.479 would read it if that's all right to
00:06:13.919 this group.
00:06:14.960 >> I I would be tough totally okay with
00:06:17.039 that?
00:06:17.840 >> You okay with that?
00:06:18.800 >> Thank you.
00:06:19.120 >> Go ahead. Mary
00:06:22.479 >> to my fellow Tampa County Board members
00:06:25.199 uh regarding the future of our county
00:06:26.720 board leadership. I'd like to share some
00:06:29.039 concerns about the direction we are
00:06:30.720 taking as a county board and ask each of
00:06:32.560 you to give a serious to give serious
00:06:34.639 consideration to the decision before us.
00:06:37.360 In April, this board elected Andy Todd
00:06:39.680 as county board chair through a fair and
00:06:41.600 established voting process. We elected
00:06:43.520 him to serve a two-year term. Less than
00:06:46.000 six months later, we are considering
00:06:47.759 removing him from that position. I
00:06:50.400 understand that Wisconsin law allows the
00:06:52.080 county board to remove its chair by
00:06:53.759 majority vote without establishing
00:06:55.360 misconduct or specific cause. However,
00:06:57.919 having the legal authority to do
00:06:59.440 something does not automatically make it
00:07:01.199 the right thing to do. My greatest
00:07:03.680 concern is not simply the potential
00:07:05.919 removal of our current chair. It is the
00:07:07.759 process that has brought us to this
00:07:09.680 point and that and what that process
00:07:12.080 says about us as elected officials. Have
00:07:14.880 we legitimately identified concerns
00:07:16.960 about Andy's performance as chair,
00:07:18.880 commun communicated those concerns
00:07:20.880 directly to him and provided him an
00:07:23.280 opportunity to address them? or have we
00:07:25.919 simply move forward simply move forward
00:07:28.479 removing him without first making a
00:07:30.800 meaningful effort to resolve the issues?
00:07:33.120 I believe every member of this board
00:07:34.720 should be able to answer that question.
00:07:37.440 Have those seeking his removal sat down
00:07:39.680 with him to explain their concerns? Have
00:07:42.000 they clearly identified what they
00:07:43.440 believe he is doing wrong or what they
00:07:45.039 expected him to do differently? Has he
00:07:47.199 been given a reasonable opportunity to
00:07:49.039 respond, make adjustments, or work
00:07:50.960 toward a toward a resolution? If those
00:07:54.080 conversations have not occurred, I
00:07:55.680 believe we need to seriously question
00:07:57.360 why we are considering such a
00:07:58.879 significant leadership change before
00:08:01.120 taking those basic steps. We cannot
00:08:03.599 reasonably expect accountability,
00:08:05.520 improvement, or cooperation from someone
00:08:08.000 if we are unwilling to communicate our
00:08:10.000 expectations in the first place. I also
00:08:12.639 believe we need to consider the
00:08:13.919 precedent we are setting. What happens
00:08:16.160 if we elect a new chair and three months
00:08:18.000 from now another group of supervisors is
00:08:19.919 unhappy with that person's decisions? Do
00:08:22.319 we initiate another removal effort and
00:08:24.400 another after that? At what point does
00:08:27.680 county board, county government become
00:08:29.599 less about governing and more about who
00:08:31.520 can gather enough votes to remove
00:08:33.039 someone they disagree with? Leadership
00:08:35.360 does not mean keeping everyone happy. It
00:08:37.519 means making difficult decisions,
00:08:39.519 listening to different perspectives,
00:08:41.440 following established procedures, and
00:08:43.760 sometimes making decisions that not
00:08:45.839 everyone agrees with.
00:08:48.160 Likewise, being a county board
00:08:50.000 supervisor does not mean we will always
00:08:51.839 agree with our chair or with one
00:08:53.680 another. It means we have a
00:08:55.600 responsibility to address to address
00:08:57.440 those disagreements professionally and
00:08:59.279 constructively.
00:09:01.040 I am in I am increasingly concerned
00:09:03.680 about the level of professional of
00:09:06.080 personal conflict surrounding our county
00:09:07.920 board. When disagreements turn into
00:09:10.240 personal attacks, hostile
00:09:11.839 communications, or public criticism on
00:09:14.560 social media, we need to ask ourselves
00:09:16.720 whether the behavior reflects the
00:09:18.160 leadership our constituents elected us
00:09:20.080 to provide. We are elected adults
00:09:22.959 entrusted with the responsibility of
00:09:24.880 governing an entire county. Our conduct
00:09:27.200 should reflect the seriousness of that
00:09:28.959 responsibility.
00:09:30.720 Our constituents deserve better than
00:09:32.640 ongoing personal disputes, political
00:09:34.720 maneuvering, and public conflict that
00:09:37.360 distract from the actual business of
00:09:38.880 Trimple County. We should be setting an
00:09:41.440 example of how people with different
00:09:43.839 differing opinions can work together. We
00:09:45.920 should demonstrate that difficult
00:09:47.440 conversations can take place without
00:09:49.920 personal attacks and that disagreement
00:09:51.839 does not have to result in someone's
00:09:53.519 removal. We should be capable of
00:09:56.080 addressing concerns directly, treating
00:09:58.399 one another with respect and recognizing
00:10:00.320 that compromise and cooperation are not
00:10:02.800 signs of weakness. They are essential
00:10:04.560 parts of effective government.
00:10:07.360 Local government should local
00:10:09.156 [clears throat] government should be
00:10:10.160 better than this. More importantly, we
00:10:12.320 have an obligation to make it better
00:10:14.000 than this. I am not suggesting that any
00:10:16.480 chair person should be immune from
00:10:18.320 criticism or removal. If legitimate
00:10:20.800 performance concerns exist, they deserve
00:10:22.800 to be addressed. But those concerns
00:10:24.880 should be clearly articulated, evaluated
00:10:27.279 fairly, and handled through a process
00:10:28.959 that reflects professionalism,
00:10:30.720 transparency, and good judgment. Before
00:10:33.440 casting a vote, I ask each of you to
00:10:35.360 consider whether we have made a genuine
00:10:38.079 effort to resolve our concerns or
00:10:39.760 whether we are allowing frustration,
00:10:41.760 personality differences, and
00:10:43.200 disagreements to drive a decision that
00:10:44.959 will affect the leadership and stability
00:10:47.279 of this board. I also ask each of us to
00:10:50.240 reflect on our own conduct. Are we
00:10:52.240 communicating directly with those we
00:10:53.760 disagree with? Are we treating our
00:10:55.680 fellow supervisors with the respect we
00:10:57.680 expect in return? Are we making
00:11:00.160 decisions based on what is best for TMA
00:11:02.880 County or on personal frustrations? We
00:11:05.680 cannot demand strong leadership from our
00:11:07.519 chair if we are unwilling to demonstrate
00:11:09.279 strong leadership ourselves.
00:11:11.760 Ultimately, we were not elected to win
00:11:13.680 arguments, settle personal differences,
00:11:15.760 or create division. We were elected to
00:11:18.000 serve the people of Trenla County. I
00:11:20.560 believe we can do better and I believe
00:11:21.920 we should expect better from ourselves
00:11:23.680 and one another. Respectfully, Richard
00:11:26.079 Anderson, Tampa County Board Supervisor,
00:11:28.160 District 6.
00:11:30.240 >> May I speak, Mr. Chair?
00:11:31.600 >> Absolutely. You may.
00:11:32.560 >> Okay. So, I did some research over the
00:11:35.200 weekend, too. Um, this is a very large
00:11:38.959 issue. I don't think anybody in this
00:11:40.959 room takes this lightly. Um, so over the
00:11:44.480 weekend it's it's a very difficult thing
00:11:47.600 and I'm sure all of us gave it a lot of
00:11:49.920 thought before we signed that document.
00:11:54.160 So recently I Googled duties and
00:11:56.160 responsibilities of the county board
00:11:57.760 supervisors and artificial intelligence
00:12:00.720 immediately provided the following. How
00:12:02.959 do boards how do how how does the board
00:12:05.519 function as a team? Collective authority
00:12:08.560 power rests with the board as a single
00:12:10.880 collective unit rather than with
00:12:12.959 individual supervisors acting alone.
00:12:15.519 Individual members vote and debate
00:12:17.279 during individual during official
00:12:19.040 meetings. This is Rusk County.
00:12:21.600 Wisconsin Counties Association says much
00:12:23.920 of detailed policy and budget review
00:12:27.279 happens within standing or special
00:12:29.600 committees before going to the full
00:12:31.120 board for a final vote. Boundaries with
00:12:33.680 administration.
00:12:35.200 Um this is Kenosha County. The board
00:12:37.760 establishes overarching goals and
00:12:40.079 parameters but refrains from
00:12:41.839 micromanaging or directing the daily
00:12:44.480 work of county staff. Um it's important.
00:12:48.480 I mean, this this really resonated with
00:12:50.560 me, but refrains from micromanagement
00:12:53.120 and directing daily work of county
00:12:55.120 staff.
00:12:56.639 I've got some examples here, and I I I
00:13:00.000 really do not want this to be personal.
00:13:03.279 This is professional.
00:13:05.519 I'm concerned about the current practice
00:13:07.760 of Chair Todd denying the sharing of
00:13:09.920 very important consequential issues with
00:13:12.480 the full board. We've been told by Chair
00:13:15.120 Todd that he is denying requests for
00:13:17.600 full board discussion based on whether
00:13:20.079 the issue makes it through committee,
00:13:22.480 executive and finance or personnel if
00:13:25.040 applicable. At our most recent full
00:13:27.839 board meeting of September 28th, request
00:13:30.800 was made by a supervisor to add three
00:13:32.959 important agenda items relating to
00:13:35.360 filling the administrator position, exit
00:13:38.320 interview, and composition of ethics
00:13:41.040 committee with Chair Todd initially
00:13:43.839 denying the request without explanation
00:13:46.720 or direction. When the supervisor
00:13:49.120 pressed the issue, Chair Todd stated
00:13:51.040 that the matter would have to make it
00:13:52.560 through committees first. Corporation
00:13:55.200 Council then provided guidance in adding
00:13:58.399 future agenda items, indicating that
00:14:01.680 there is in fact a mechanism for all
00:14:04.320 county board supervisors to request
00:14:06.959 matters be placed on future full board
00:14:09.839 agendas for discussion
00:14:12.560 by making the committee request by
00:14:14.800 making such a request at the end of the
00:14:17.279 uh current agenda.
00:14:19.360 when the supervisor made then made these
00:14:22.000 requests at the end of September 28th's
00:14:24.959 agenda
00:14:26.480 on a particular issue, the ethics
00:14:28.800 committee request. Chair Todd again told
00:14:32.480 the supervisor that the issues would go
00:14:34.399 through committee level and moved on to
00:14:36.160 full board if approved.
00:14:39.199 Um I understand this may be policy but
00:14:43.360 the transparency is not there. I mean if
00:14:45.680 I mean the goal if if if we want to talk
00:14:47.920 about something as a full group it
00:14:49.920 shouldn't have to go through the through
00:14:52.240 you know two boards
00:14:54.720 something that important these important
00:14:56.800 important issues. Um in this particular
00:15:00.800 case corporation council advised that
00:15:02.720 she is working on county rules and
00:15:05.040 requested input for all supervisors. On
00:15:08.160 May 4th, Wisconsin Counties Association
00:15:10.480 legal council Andy Phillips presented
00:15:12.880 legal authority designating the health
00:15:15.519 care center as a county facility with
00:15:18.800 direct authority by the county. The
00:15:22.000 county oversees the healthc care center
00:15:24.079 and that may have been an issue that was
00:15:26.160 debated for a number of years. Based on
00:15:29.040 that, attorney Phillips recommended a
00:15:31.440 resolution changing that the healthc
00:15:33.600 care center board of trustees
00:15:36.720 be designated as a committee of the
00:15:38.800 board. It has much to do with definition
00:15:42.320 statutes.
00:15:43.920 There was discussion following. It was
00:15:45.519 decided to bring this back after a
00:15:48.160 review on July 9th. Chair Todd
00:15:51.839 read a report outlining the services of
00:15:54.639 the healthcare center and it was a very
00:15:56.240 comprehensive report. It was a very good
00:15:58.560 report on the many many things that the
00:16:00.480 healthcare center does. He stated at the
00:16:03.199 beginning of his presentation that he
00:16:04.720 did not think this would come back for
00:16:06.959 issue again. I'm assuming he meant a
00:16:10.240 decision. At the end of his reading of
00:16:12.639 the report, he stated that the best
00:16:15.199 option was to stay with the board of
00:16:16.959 trustees. A vote was not taken and the
00:16:20.639 Andy Phillips resolution was not
00:16:22.639 forwarded to the full board as suggested
00:16:26.320 by Wisconsin County's association
00:16:29.199 council Andy Phillips. Even the agenda
00:16:32.800 for this evening's budget workshop and
00:16:36.240 closed exit interview was modified I
00:16:39.040 believe by Chair Todd um immediately
00:16:41.759 following that hearing or that meeting
00:16:44.560 is going to follow this one. The
00:16:46.560 original agenda included language close
00:16:49.120 session exit interview with
00:16:51.120 administrator Gluen with possible
00:16:53.600 discussion and action relating to the
00:16:57.199 exit interview. Chair Todd's amended
00:16:59.759 interview deleted a portion of this
00:17:02.000 language and replaced it with close
00:17:04.559 session administrator exit
00:17:07.039 interviewational
00:17:08.799 purposes only. It also included a last
00:17:11.439 sentence in bold. This session is
00:17:13.600 intended solely for performational
00:17:16.559 gathering. No motions, votes, employment
00:17:20.480 decisions, contractual modifications,
00:17:23.760 financial commitments, or other formal
00:17:26.160 actions are anticipated or intended as a
00:17:29.120 part of this exit interview. I really
00:17:31.840 don't know why [laughter]
00:17:33.200 I don't know why it was changed. This is
00:17:36.320 a close session item which by county
00:17:38.559 rule must be reviewed by corporation
00:17:40.320 council.
00:17:42.400 Um, and this is another issue and and
00:17:45.840 and I've actually talked to Chair Todd
00:17:47.919 about this a couple times as opportunity
00:17:50.559 allowed. Um, we have seen examples of
00:17:53.919 Chair Todd personally interviewing
00:17:55.600 disgruntled employees and department
00:17:58.080 heads regarding administrative actions
00:18:01.200 and decisions. These administrative
00:18:03.440 actions and decisions are by our
00:18:05.360 administrator Becky Gluen. This appears
00:18:08.080 to be the sole basis for some proposals
00:18:11.600 decisions or actions by Cher Todd
00:18:13.679 regarding personnel, agency structure,
00:18:16.160 and office space. Wisconsin County's
00:18:19.360 Association Legal Council has advised us
00:18:22.080 on at least two different occasions in
00:18:24.720 personal visits or by video at full
00:18:26.880 board meeting that our job is not to
00:18:29.280 investigate personnel complaints. Our
00:18:31.760 job meaning county board supervisors. If
00:18:34.640 complaints are made against the
00:18:36.000 administrator, we have a process.
00:18:37.840 contact legal counsel.
00:18:40.640 This undermining of administration and
00:18:43.360 policy is very harmful to the operations
00:18:46.640 of our county as well as detrimental to
00:18:49.919 an overall professional atmosphere in
00:18:52.000 the county. It encourages a culture of
00:18:55.039 anti-establishment
00:18:56.799 and that such behavior may be rewarded.
00:19:00.240 You complain, you get results. I don't
00:19:03.360 know if Chair Todd interviewed people
00:19:05.760 who have positive, you know, feedback
00:19:08.480 for Administrator Gluen. It's my
00:19:10.960 understanding from what I've heard that
00:19:13.280 that the interviews were basically with
00:19:16.000 um disgruntled employees on specific
00:19:18.000 issues.
00:19:19.520 We cannot expect all administrative
00:19:22.160 decisions to be popular either to staff
00:19:25.200 or to county board supervisors.
00:19:27.223 [clears throat] that administrator's
00:19:28.400 role is to act in the best interest of
00:19:30.559 the county and that should be our
00:19:32.799 benchmark rather than agreement with
00:19:35.280 every decision. By the way, I know that
00:19:37.679 there are supervisors and county
00:19:39.440 department heads and employees who
00:19:41.280 believe that our administrator is doing
00:19:42.880 a great job and of course we know that
00:19:45.600 negativity negativity prevails.
00:19:50.080 We have an HR department, legal counsel
00:19:52.320 both in-house and through Wisconsin
00:19:53.919 counties association if needed
00:19:56.880 who we are who are well equipped and
00:19:59.600 available to handle all personnel
00:20:01.120 issues. We as county board supervisors
00:20:03.280 is simply not qualified and do not have
00:20:06.160 the expertise or experience to
00:20:08.720 investigate and make cursory judgments.
00:20:11.520 I shared this opinion with Chair Todd on
00:20:14.080 at least two occasions that I recall and
00:20:15.919 to my disappointment there was no
00:20:17.360 meaningful discussion and I'm sorry I
00:20:19.840 believe this was meant as um as an
00:20:24.000 insult. I'm sorry that because there
00:20:25.919 should have been discussion following
00:20:27.120 that.
00:20:29.200 I have been told that Chair Todd's plan
00:20:31.520 is to replace our administrator form of
00:20:33.600 government with an administrative
00:20:35.679 coordinator and I was asked to consider
00:20:38.720 Chair Todd in that role. I'm amazed that
00:20:41.919 any county supervisor, including Chair
00:20:44.080 Todd, would consider that as a
00:20:46.159 responsible replacement to an
00:20:48.320 administrator. And I don't doubt good
00:20:51.600 intentions of Chair Todd. I have never
00:20:54.320 doubted his intentions.
00:20:57.679 He may believe he's doing the right
00:20:59.280 thing, but we have to look at the county
00:21:01.200 as a whole, and all supervisors are
00:21:04.960 involved in these decisions. Trimple
00:21:07.360 County is the second fastest growing
00:21:09.120 county in the state of Wisconsin and we
00:21:11.200 must have plans in place to meet the
00:21:13.520 needs of this growth through economic
00:21:15.200 development and the very important need
00:21:18.480 of housing housing. Our administrator
00:21:20.960 put together a task force to study
00:21:22.640 housing that included municipal
00:21:25.280 administration administrative da staff
00:21:27.840 school and hospital administration staff
00:21:30.320 developers as well as other relevant
00:21:32.159 partners. A report from the study is
00:21:34.320 being compiled and will be available
00:21:36.159 soon. We must have the expertise in an
00:21:39.360 administrative form of government to
00:21:40.880 bring us forward into the future. I gave
00:21:43.919 it much thought before signing this
00:21:45.440 document. I am sure all of us in this
00:21:47.039 room take this matter very seriously. My
00:21:49.440 decision was to sign based solely on the
00:21:51.360 best interest of the county. I believe
00:21:53.120 we are currently headed in a wrong
00:21:55.200 direction.
00:21:57.360 Our our board is split.
00:22:00.720 um when the full board is not allowing
00:22:02.799 participation in important decisions.
00:22:04.799 I'm not saying all decisions. I'm saying
00:22:06.880 there's some really important decisions
00:22:08.640 being made out there. And I just talked
00:22:11.679 about two of them previously.
00:22:14.400 Um
00:22:17.840 when the board is not allowed to
00:22:19.520 allowing us to participate in important
00:22:21.200 decisions. when our county administrator
00:22:22.960 is undermined and thwarted in many
00:22:25.840 respects while attempting to make
00:22:28.159 decisions and pro perform tasks that are
00:22:30.960 in the county's best interest. When the
00:22:33.120 chair appears to be making decisions and
00:22:35.520 actions based on his personal opinion,
00:22:39.120 the transparency that was promised is
00:22:40.960 non-existent.
00:22:42.720 I shouldn't say non-existent is not it
00:22:45.440 is not as transparent as it should be.
00:22:48.159 And the board is divided. We are not a
00:22:50.159 healthy government. I believe a new
00:22:51.760 leadership is needed to bring us
00:22:54.240 together and do the job we promised our
00:22:56.880 constituents we would do.
00:22:58.790 [clears throat] Provide fair leadership
00:23:00.640 based on the best interest of Temple
00:23:02.720 County.
00:23:03.760 >> Thank you for the time and thank you for
00:23:05.280 listening.
00:23:08.080 >> Absolutely. I'm going to
00:23:09.120 >> Mr. Chair, I'd like to make a statement.
00:23:10.799 >> I got to respond um just because there's
00:23:13.520 a lot in that. Um there's um and like I
00:23:17.120 said, no disrespect, it's personal or
00:23:19.039 it's it's not personal. So, um, my thing
00:23:21.679 is is there's a lot of speculation in
00:23:23.919 there. One, I do not want to be an
00:23:26.080 administrator. I do not want to be a
00:23:27.919 coordinator. I'm not sure where you got
00:23:30.000 that information from, but but it's
00:23:31.520 okay. I'm just telling you out here, I I
00:23:34.559 do not want to I have my personal life
00:23:36.880 that in my family that I'm dealing with.
00:23:39.520 Like I said, there's not enough money
00:23:41.520 here to even think about when it comes
00:23:43.600 to what I want when it comes to that.
00:23:45.919 All I wanted is a discussion. We've gone
00:23:49.760 through two two and a half years with an
00:23:51.919 administrator. I'm [snorts] not saying
00:23:54.000 to get rid of the administrator. There's
00:23:56.480 seven, excuse me, there's 16 of us here
00:23:59.120 making a decision if we're going to get
00:24:00.960 rid of an administrator or not. I can't
00:24:03.280 do it on my own. I've been here, this is
00:24:06.320 my third term. I've been here the last
00:24:09.039 four years of my term. I was always told
00:24:11.840 I actually went to Mr. Parish and said,
00:24:13.440 "Mr.
00:24:14.320 We can't bring the flat cameras to the
00:24:17.760 full board because it's got to go
00:24:19.760 through committee. I don't know how many
00:24:21.679 times from John even that I've been told
00:24:24.320 that we need to do it the right way.
00:24:27.600 Even through WCA, they said committees,
00:24:31.360 why do we have committees if we're not
00:24:33.520 going to use committees? Everybody is
00:24:36.320 welcome to every committee that's in
00:24:39.520 this county. I've been to certain
00:24:42.480 committees to where I didn't um I I went
00:24:45.679 to him. I couldn't vote. I couldn't do
00:24:47.440 nothing. I went to different committees
00:24:48.960 and um and I've lost the discussion that
00:24:52.000 we had. I didn't come and fight. I
00:24:54.480 didn't say go after John saying I want
00:24:56.720 this done or I want this done. There's a
00:24:58.320 lot of things that people got to learn.
00:24:59.840 I've been in here six months,
00:25:02.480 Renee. I don't even if you would have
00:25:04.640 said something in small talk about
00:25:06.080 wanting to say something, that's one
00:25:07.679 thing. But I've never seen you in my
00:25:09.520 office. did not go into your office. It
00:25:12.240 was actually after meetings and to ask
00:25:14.640 to respond. I don't interrupt you as you
00:25:17.760 um
00:25:18.400 >> let me let me finish just so you know
00:25:20.159 cuz I respectfully didn't
00:25:22.080 >> certainly
00:25:22.640 >> didn't interrupt you. Y
00:25:24.159 >> um so my whole point was is
00:25:26.960 >> if you can come to um my office or make
00:25:29.919 an appointment with me to really sit
00:25:32.400 down and have a discussion of what you
00:25:34.559 just said, maybe we can make some sense
00:25:37.039 of it. We're not going to get to
00:25:38.960 everything here when it comes to
00:25:40.640 everything that you just you just put
00:25:42.559 out there for everybody to hear. But if
00:25:45.279 you say, Andy, can I have an hour with
00:25:47.600 you, an hour and a half with you to
00:25:49.360 discuss some of these concerns I have?
00:25:52.400 That would have not have been a problem
00:25:53.760 to have a meeting that we're sitting
00:25:55.440 here for an hour, hour and a half, two
00:25:57.120 hours, three hours. Do you think anybody
00:25:59.200 wants to What's the first everybody
00:26:00.960 does? Grabs their computers, grabs
00:26:02.559 stuff, and I'm going home to my family.
00:26:04.640 And that's what I do. I have a family at
00:26:06.960 home. If you truly wanted to talk to me,
00:26:10.480 all you had to do is say, "Andy, give me
00:26:13.600 an hour and a half. Andy, give me an
00:26:16.000 hour. I have my schedule up till every
00:26:18.880 and I'm not saying the schedule's
00:26:20.159 perfect, but I do have a schedule up for
00:26:22.159 Tuesday, Thursdays, and Fridays from 8
00:26:24.480 to noon. If you can't if you can't make
00:26:26.240 that time, we can discuss it and we can
00:26:29.520 talk about it. So, it ain't that I'm
00:26:32.640 criticizing of what you said. It's
00:26:35.440 basically what I'm saying is all you
00:26:37.279 have to do is reach out instead of
00:26:39.919 taking it through this kind of an area
00:26:41.600 actually come to my office reach out and
00:26:43.600 say Andy I don't I believe that we need
00:26:45.919 to keep an administrator and I would
00:26:47.440 said I'm Renee I just wanted to talk
00:26:51.120 about it that's all I want to do discuss
00:26:54.159 it and talk about and not make a ras
00:26:57.120 when it comes to that you know there's a
00:26:59.200 lot of issues when it comes to this
00:27:00.400 county one is we made a mistake we made
00:27:04.480 a huge huge mistake hiring an
00:27:06.320 administrator as a c uh uh HR
00:27:09.200 coordinator or HR director also that was
00:27:11.840 a mistake and I'm going to tell you and
00:27:13.200 I'll put that on record. Nobody nobody
00:27:18.080 ever feels comfortable about going to a
00:27:20.799 HR director if if the issue is about
00:27:23.120 that HR director. Nobody does. for the
00:27:26.960 um accusations of me making uh um
00:27:30.000 appointments and talking to disgruntled
00:27:32.000 employees.
00:27:33.679 Am I is my office recorded? Did you
00:27:36.559 really tr are you assuming I'm talking
00:27:39.440 or you know I'm talking? If you do know
00:27:42.720 that I'm talking, I just I need a time,
00:27:44.720 a day, a minute, so we can figure this
00:27:47.520 out of finding out. Is this You're just
00:27:50.799 assuming that I'm a bad guy or are
00:27:53.200 you're assuming that I don't I I I'm
00:27:57.039 stuck when it comes to that kind of
00:27:58.559 stuff. These accusations are thrown at
00:28:00.399 me saying I'm talking to employees
00:28:03.360 because they're disgruntled and I'm
00:28:04.960 trying to put divide between
00:28:07.120 administration, employees. That's just
00:28:09.679 crazy. I mean, I've talked to directors
00:28:12.720 have talked to me. I've been told you do
00:28:15.840 not go and talk to your supervisors. You
00:28:19.039 do not. That was told by the directors.
00:28:22.240 I've read the policy. Director uh
00:28:25.039 directors, employees can if they have an
00:28:28.720 issue, they can come to their supervisor
00:28:32.640 or their administrator. It doesn't say
00:28:36.159 anything about you can't go to your
00:28:37.600 supervisors. You can't go to just your
00:28:40.080 administrator. You can't do this. You
00:28:41.520 can't do that. Policy states you can do
00:28:43.760 either or. I'm a listener. That doesn't
00:28:47.440 mean that I'm attacking anybody. I'm I'm
00:28:51.360 asking you to make it a time with me
00:28:55.120 respectfully for an hour or two or
00:28:58.480 three, whatever it might [clears throat]
00:28:59.760 take. Talk about our concerns and we can
00:29:03.600 discuss what we need to do. So that's
00:29:05.600 where I stand.
00:29:07.440 >> Okay. Thank you for your response. I'd
00:29:09.520 like to respond again.
00:29:10.880 >> Please do.
00:29:11.440 >> So, when I'm talking about the two um
00:29:15.840 events
00:29:17.760 where I learned that you were talking to
00:29:21.279 um of course there's always gossip, but
00:29:23.840 that's not what I'm talking about. I'm
00:29:25.279 talking about two distinct events after
00:29:28.960 committee meetings. These were after
00:29:31.200 committee meetings. And you actually
00:29:33.200 told me I have to talk to the people who
00:29:35.679 are involved. You told me people have
00:29:37.279 come forward and complained to me about
00:29:39.039 administrative gluen. We have to talk to
00:29:41.200 those people before we can even consider
00:29:43.440 making a decision on a space. And there
00:29:47.279 was another situation. This this
00:29:49.760 information came directly from you that
00:29:52.559 that you had to talk to these people and
00:29:54.559 that you had to get their side of the
00:29:56.720 story. Um and so that's the answer to
00:29:59.919 that situation. As far as where did I
00:30:01.919 hear that you were looking at um
00:30:06.080 administrative coordinator that
00:30:07.919 information was provided by another
00:30:10.000 county board supervisor who I won't
00:30:11.760 name.
00:30:12.399 >> Yeah.
00:30:13.200 >> And asked me to consider it.
00:30:15.919 >> Thank you.
00:30:16.799 >> Could that have been their opinion and
00:30:19.200 not my opinion if I asking you? Okay,
00:30:22.399 that's why I'm that I would assume
00:30:25.120 that's what we got to talk about.
00:30:26.080 >> This would have been a collective
00:30:27.279 discussion,
00:30:28.240 >> not this person was a member of the
00:30:30.799 executive finance committee.
00:30:32.159 >> Okay.
00:30:33.039 >> And I know and we need to discuss these
00:30:35.600 things. You need to discuss these
00:30:36.880 things. Yeah.
00:30:37.520 >> But I think the the we is not there
00:30:40.159 enough. Well, my whole point is when I
00:30:43.679 have other places, okay, just on that
00:30:46.399 particular thing you said about
00:30:47.679 personnel or about um property um the
00:30:52.000 first discussion and it is known that
00:30:55.120 the reason why they wanted to split or
00:30:57.200 put finance in there, the main reason
00:31:00.799 was to separate the two people that work
00:31:03.520 in finance because they couldn't get
00:31:05.360 along. I look at something like that as
00:31:07.520 a businessman that we shouldn't be
00:31:10.159 moving people from one department to
00:31:11.919 another department just to change or
00:31:15.360 separate two people that can't get
00:31:16.960 along. So that's where that discussion
00:31:19.520 of with me and you came in effect when
00:31:22.080 it comes to I mean I had four
00:31:24.480 departments four different people from
00:31:26.559 the department say you know God I would
00:31:28.000 like to do that man I could we I mean we
00:31:30.240 could do this we I why is it okay for me
00:31:33.840 to for them to come to me and make a
00:31:36.240 statement saying there's other
00:31:37.760 departments that might want this not to
00:31:39.760 separate the people in the department
00:31:41.279 but maybe to use it for a good cause.
00:31:45.519 Do you know I mean that's those there's
00:31:47.600 so much behind every decision and every
00:31:49.919 discussion and every time we speak that
00:31:52.399 there's more to it than just this is the
00:31:55.679 thing you heard. It comes back to and
00:31:58.000 I'm sorry Don just give me one more
00:31:59.120 second please. I'm sorry. When it it
00:32:00.880 comes back to you coming to me instead
00:32:03.600 of having this whole meeting here and
00:32:06.559 having a civilized discussion between a
00:32:09.039 board chair and a supervisor and coming
00:32:12.559 to a conclusion. We can
00:32:15.600 agree to disagree. I'm okay with that.
00:32:18.399 I, you know, I'll be I'll put on record.
00:32:20.640 I lost. I wrote a note. I wrote a
00:32:22.960 letter. Came in to do it. I lost. Am I
00:32:27.120 complaining about it? Not at all. Can
00:32:29.760 things be changed later? Absolutely. But
00:32:32.720 I tell you what, there's a lot of things
00:32:34.000 that's happened in the in the five years
00:32:35.760 I've been here that I haven't won all my
00:32:37.919 battles, but I'm not sitting there
00:32:39.440 crying about it and trying to kick a
00:32:40.559 board chair off. I I we we got to
00:32:43.120 discuss it. I'd rather go to that board
00:32:45.120 chair and just have a discussion. That's
00:32:46.880 all I'm asking.
00:32:49.200 >> I'm not trying to belabor this, but
00:32:52.559 when I talk to you about I don't think
00:32:56.080 that we as county board supervisors
00:32:58.480 should be talking to employees about
00:33:01.039 their negative opinions. And that's was
00:33:03.360 my exact statement to you. I was hoping
00:33:06.159 if you wanted to open up discussion with
00:33:08.240 me, you would invite me to talk because
00:33:10.559 I that was me opening the door and
00:33:12.559 telling you I want I need to discuss
00:33:14.640 this because this is my opinion. I don't
00:33:16.720 want to argue about it.
00:33:17.600 >> No, Rene, I just can't read your mind. I
00:33:20.159 you got to you I can't read your mind.
00:33:22.720 I'm sorry. I I can't read into I'm going
00:33:25.120 to say this, but it's an open discussion
00:33:26.799 at three hours after our meeting's been
00:33:29.519 um done. I'm going to open discussion
00:33:31.120 with you for another hour because of
00:33:32.799 this. I am sorry. I I will apologize to
00:33:35.760 everybody here. I am sorry that I didn't
00:33:38.480 read into what you wanted to discuss.
00:33:40.240 >> May I speak? I feel like this is going
00:33:43.039 otherwise. I think
00:33:44.080 >> it'll never stop. [laughter]
00:33:46.320 >> Um I I think that there's a couple of
00:33:48.320 things that I'd just like to point out.
00:33:51.360 if the members who signed the petition
00:33:53.279 to um potentially reconsider uh our
00:33:57.360 county board chair felt that they could
00:34:00.240 come to the current county board chair
00:34:02.159 and have resolution, I feel that they
00:34:03.760 would have. I believe that we are all
00:34:06.320 responsible professional adults. I
00:34:08.800 believe we took action based on what we
00:34:10.720 thought was in the best interest of the
00:34:12.399 county and I believe that there are
00:34:14.320 multitude of reasons behind that which
00:34:18.960 I think getting into the details of
00:34:20.720 would be inappropriate um in in this
00:34:23.679 setting.
00:34:25.200 So I think um it would only be
00:34:27.359 appropriate to
00:34:29.760 understand that there are issues that
00:34:33.119 are identified that are concerning
00:34:34.960 enough that we had enough people vote
00:34:37.760 for a reconsideration of board chair for
00:34:39.919 whatever the detail and the reason is
00:34:41.440 behind that. Right? And maybe we proceed
00:34:44.320 to that vote because at this point we
00:34:46.879 are a divided board. There is a lack of
00:34:49.119 trust. We clearly need somebody who both
00:34:52.720 sides can trust and I think that that's
00:34:55.359 an important distinction and it is not
00:34:57.200 meant to be a personal um
00:34:59.440 >> I don't take it personal anything
00:35:00.880 anything like that but at this point I
00:35:02.480 think we simply have to recognize we're
00:35:04.079 a split board.
00:35:05.680 >> There is issues related to trust and the
00:35:07.839 processes that you would like to see
00:35:09.520 happen for whatever reason. I think we
00:35:12.560 need to call the vote.
00:35:15.280 >> Any other discussion?
00:35:16.800 >> I just have a question. Did you receive
00:35:19.040 any other board resignation letters in
00:35:21.280 the last two weeks?
00:35:22.400 >> Any other board res? Yes, I have. Yes.
00:35:24.480 >> Okay. And who was that from?
00:35:25.680 >> That was from um Scott Leonard.
00:35:27.520 >> And he's here tonight voting.
00:35:28.960 >> Yes.
00:35:30.720 He has res he has rescended his um he
00:35:34.160 the proper way of doing this. It's
00:35:36.000 happened in the past to um with Dick
00:35:37.680 Fry. Um the proper way of actually
00:35:40.400 resigning from the board is that you
00:35:42.880 have to have your resignation. You got
00:35:44.560 to send that into the sheriff's
00:35:46.079 department. and the sheriff's
00:35:47.359 department's got to stamp it and show
00:35:49.920 that it has been signed and then that
00:35:51.760 goes to the govern it goes to um the
00:35:54.320 clerk in which from the clerk sends it
00:35:55.839 to the governor. That process wasn't
00:35:58.160 completed.
00:36:02.000 >> I'm sorry that's that's
00:36:03.680 >> so so just to follow up on that, Mr.
00:36:05.760 Chairman,
00:36:06.800 >> you know I made 14 different contact
00:36:08.480 points with you about and and
00:36:10.320 corporation council and others about
00:36:11.920 section 2.045 which which specifically
00:36:15.520 says this. Yes, I'm ready.
00:36:17.040 >> Limitations serving on committees. No
00:36:18.720 county board supervisor or non board
00:36:21.440 citizen committee member may serve on a
00:36:23.920 committee if a relative is an employee
00:36:26.320 in a department governed by such
00:36:28.000 committee. The term relative shall
00:36:30.160 include parent, spouse, domestic
00:36:31.680 partner, child, sibling, mother-in-law
00:36:33.760 and so on all the way down to
00:36:34.800 grandchild.
00:36:36.880 I started making these inquiries in
00:36:39.599 August
00:36:41.839 and August 3rd, August 17th then there's
00:36:45.760 an emergency executive committee meeting
00:36:48.960 where the DA who's on vacation is going
00:36:53.040 to have their oversight transferred to
00:36:54.720 them to you
00:36:58.400 with real no reasonable explanation. I I
00:37:02.000 asked why. Um, I think it was supervisor
00:37:04.480 Scout that got the answer that it was a
00:37:07.040 financial reason.
00:37:09.200 Then I had Prior sent a message to staff
00:37:13.440 saying, "How do I just file an ethics
00:37:15.280 complaint?" At the same meeting, one
00:37:18.000 hour before our board meeting, you guys
00:37:20.400 passed an ethics form. you guys passed a
00:37:22.640 a non-disclosure thing, which generally
00:37:25.200 I support. I had asked what my recourse
00:37:27.760 was because we didn't have a plan on why
00:37:30.640 Supervisor Leonard is still serving on
00:37:32.640 law enforcement and here tonight.
00:37:36.960 And so I I I asked that question.
00:37:41.440 We got a financial answer. I it just
00:37:44.079 didn't make any sense to me. And then at
00:37:45.520 the last board meeting, Supervisor Todd,
00:37:48.240 I just asked for some truth on to what
00:37:50.560 the situation was.
00:37:52.880 And he blamed me.
00:37:55.520 And and you know, I too am not perfect,
00:37:59.520 but I look back, I'm not really seeing
00:38:01.359 any bullying. I'm seeing things people
00:38:02.720 may not like, but there was no do this
00:38:05.119 or that or this is. And I get it. My my
00:38:09.200 behavior, my choices here have set the
00:38:12.480 tone for most of the people in this room
00:38:14.240 to think that that is who I am. And you
00:38:16.880 have every right to think that.
00:38:19.839 I I hope to change that. But my point
00:38:21.839 being is Supervisor Todd, I asked for
00:38:24.880 action. I asked for you to put section
00:38:27.920 2.045 on the full board agenda so that
00:38:30.880 it could be discussed so that people
00:38:32.640 could understand we may have to make
00:38:34.880 some correction.
00:38:36.960 that never happened. And to me, that's
00:38:40.320 what's disappointing. I could go on
00:38:41.920 more, but I agree with Supervisor Trout.
00:38:44.560 Just I don't have any trust anymore.
00:38:46.880 It's just time to call the question.
00:38:50.480 Um I I was asked by um um Supervisor
00:38:54.480 Severson to write uh for to be written
00:38:58.720 or to be read. That's okay. I at least
00:39:01.200 want to
00:39:02.960 put that out there. Mr.
00:39:06.000 Could the clerk read by letter?
00:39:09.839 >> What was that? Paul,
00:39:11.520 >> read his letter.
00:39:12.640 >> I said, "Could the clerk read by
00:39:14.320 letter?"
00:39:15.760 >> Sure.
00:39:16.560 >> It's on three different subjects, but
00:39:18.400 yes, please.
00:39:22.320 >> To whom it may concern. As you probably
00:39:24.640 know, I will not be at either county
00:39:26.400 board meeting tonight, but I did want to
00:39:28.240 weigh in on some concerns I have. First,
00:39:31.200 regarding the issue of possible conflict
00:39:32.960 of interest when serving a county board
00:39:35.359 serving on a county board supervisor's
00:39:37.200 committee.
00:39:38.720 In the past 45 plus years of service to
00:39:41.040 Triple County, there have been several
00:39:43.040 times when a supervisor has had a
00:39:44.800 relative also working in the county. The
00:39:47.280 practice has been that the supervisor
00:39:49.040 would abstain from the voting from
00:39:50.720 voting on the issue
00:39:53.119 that would directly affect the
00:39:54.480 department of the relative. I think our
00:39:56.480 corporation council has also mentioned
00:39:59.040 that Tumble County being a small county
00:40:01.440 it seems it seemed that everybody was
00:40:04.079 related in some way. We cannot refuse
00:40:06.400 someone who wants to give their service
00:40:07.920 to the county. All of us have special
00:40:10.480 abilities or expertise to bring to the
00:40:13.280 to meetings and that is what helps our
00:40:15.280 county board make great decisions
00:40:18.240 and I think we have made some great
00:40:19.599 decisions for Trena County. And
00:40:22.000 secondly, the issue of the ad hoc
00:40:23.680 committee weighing whether we have an
00:40:25.280 administrator or a coordinator. I guess
00:40:27.520 I may have been confused. I thought this
00:40:29.359 committee was to see how the
00:40:31.040 administrator form of government was
00:40:32.720 working, what was good and what was not
00:40:34.720 so good and what could be improved. I am
00:40:37.920 not ready to vote on going away from an
00:40:40.320 administrator, nor am I ready to vote on
00:40:42.240 something else either. We have only had
00:40:45.280 one. I hope the exit interview will shed
00:40:48.000 some light on that. Becky had never been
00:40:50.240 an administrator before and I'm sure she
00:40:52.240 has learned a lot at Tampa County that
00:40:54.480 she can bring to Chipua Falls. And
00:40:57.040 thirdly, the issue of removing Mr. Todd
00:40:59.680 as board chair. We voted him in as chair
00:41:02.560 on a very slim vote. Of course, half of
00:41:05.440 half of us were not happy, but that is
00:41:07.119 how dem democracy works. Remember, he's
00:41:10.400 just one of 17 just like the rest of us.
00:41:13.040 I thought to myself when I got to the
00:41:15.520 board, county board, I would see that
00:41:17.200 this group was a board that would work
00:41:18.960 together well. I have been I've seen
00:41:22.160 many boards in the past that would not
00:41:24.400 work together at meetings. It wasn't
00:41:26.800 productive at all. Let's work together
00:41:28.880 in the best interest of Trimpla County.
00:41:30.880 Thank you for listening. Paul L.
00:41:32.400 Severson, District 8 Supervisor.
00:41:36.480 >> Um I would like to add one last thing
00:41:38.319 when it comes to what um Supervisor
00:41:40.560 Parish um said. Um there was a lot of
00:41:43.280 discussion between me, Susan, and um
00:41:45.920 Andy Phillips. Um when it comes to this,
00:41:49.200 um ordinance that we got, we have two
00:41:52.160 ordinances that counter contradict each
00:41:54.560 other. One ordinance is what Mr. Paris,
00:41:58.000 Supervisor Paris read. The second one is
00:42:01.200 basically stating that um you can be on
00:42:05.040 committees. you just got to abstain from
00:42:07.200 any vote and you need to walk out of the
00:42:09.760 um it's best to walk out of the
00:42:12.240 discussion completely. So that was to
00:42:14.800 that's the second one is the one that we
00:42:17.520 probably hit 99.99%
00:42:20.480 of the time through the time that um um
00:42:23.280 chair um Austin was in in place. I
00:42:26.480 talked to Andy Phillips today. 31 years,
00:42:30.400 72 counties. We're the only county that
00:42:35.040 has that ordinance that you can't serve
00:42:37.440 on a committee. Yes, we got to change
00:42:39.920 it. I'm sorry that those two ordinances
00:42:44.880 um contradicted each other. So, I'm
00:42:47.040 sorry that this happened. Uh Scott
00:42:51.200 Leonard did go off of law enforcement.
00:42:53.520 We switched it. I talked. It was done
00:42:56.640 that that's a completed deal. So that
00:42:59.359 all happened and and it's done. Um was
00:43:04.160 it done 100% perfectly perfectly? No,
00:43:06.800 because there was two ordinances. I'm
00:43:08.400 not trying to make it place blame, but
00:43:10.079 there's two ordinances there. Um uh um
00:43:13.040 Andy Phillips said, "Uh it's time to get
00:43:15.760 rid of that other ordinance. You got two
00:43:17.440 ordinances that contradict each other."
00:43:19.760 And he told me, I said, "Andy, can I use
00:43:21.680 that? can I let the supervisors know
00:43:24.079 that this is the issue at our county?
00:43:26.240 And he said absolutely. 31 years he has
00:43:30.160 never seen two ordinances together like
00:43:32.560 this and no other county has it. So
00:43:35.200 that's what he told me and I'm putting
00:43:36.960 it on record. So chair Todd.
00:43:40.240 >> Yes ma'am.
00:43:40.880 >> So corporation council can you clarify
00:43:45.040 tell us where it is?
00:43:46.960 >> Sure. I do not read them as a conflict.
00:43:50.400 I think that is a a different provision
00:43:52.640 and I also spoke with attorney Phillips
00:43:54.640 today. I do not want to be part of which
00:43:57.760 side is going on to the to the extent
00:44:00.640 that there's a legal provision here. I
00:44:03.119 am happy to talk about it.
00:44:05.200 >> Um and I am I again I don't want to get
00:44:08.400 into who should be the chair or not the
00:44:10.319 chair, but if we want to look at 2.04
00:44:13.680 that's in here and uh that's subsection
00:44:16.319 five limitations on serving on
00:44:18.000 committees. No county board supervisor
00:44:20.400 or non-board citizen committee member
00:44:22.240 may serve on a committee if a relative
00:44:24.000 is an employee in a department covered
00:44:25.680 by such committee. This term relative
00:44:28.000 shall include a parent, spouse, domestic
00:44:30.160 partner as defined Wisconsin statute
00:44:32.800 7770.01
00:44:35.280 01 subsection 2 child sibling
00:44:37.839 mother-in-law father-in-law
00:44:39.680 sister-in-law brother-in-law son-in-law
00:44:41.599 daughter-in-law stepchild steparent
00:44:43.920 steps sister step brother aunt uncle
00:44:45.760 nephew niece grandparent and grandchild
00:44:49.200 this is the ordinance that I would
00:44:50.800 remind you that was voted in last
00:44:53.280 November uh that was after months of
00:44:56.079 debate of the on this and so this any
00:45:00.400 sort of surprise of what was in it uh
00:45:03.119 ignores that time that was spent. Um, I
00:45:06.960 want to also go into the next provision.
00:45:10.319 I believe it's referencing 207. This
00:45:13.060 [clears throat] isn't a conflict. I
00:45:15.040 don't disagree that the proper uh
00:45:17.040 procedure is to abstain and to uh walk
00:45:21.040 out. Um, that's that's fine. That but
00:45:23.680 just because there's two different sets
00:45:25.359 doesn't mean uh that there's a conflict.
00:45:28.000 There's one about oversight
00:45:30.240 uh committee and who serves on that
00:45:32.079 committee and one who is uh
00:45:35.311 [clears throat] what you should do. Um
00:45:42.960 and if you go into the definition of
00:45:44.720 what is a conflict of interest, I'm in
00:45:47.359 207. I am not I don't have a mouse with
00:45:50.640 me, but it's f conflict of interest. One
00:45:54.000 is there's no private benefit from a
00:45:55.760 public position.
00:45:59.280 The next is no improper influence. And
00:46:01.839 this is where I think um what I'm
00:46:05.200 hearing uh that there may be a
00:46:07.440 reference. No person may offer or give
00:46:09.680 to a county official or employee
00:46:11.040 directly or indirectly. I um anything of
00:46:15.680 value. Um I'm summarizing it.
00:46:20.160 There's no public use of private
00:46:22.880 property. There's no special obligation.
00:46:25.760 Oh, it's the nepotism policy. I No
00:46:28.400 county official or employee may engage
00:46:29.920 in nepotism during the official exercise
00:46:31.839 of his or her duties. Department heads
00:46:33.920 were applicable. County officials are
00:46:35.599 prohibited from hiring any person
00:46:36.960 related to them for county employee.
00:46:42.319 No person shall be employed, promoted,
00:46:43.839 or transferred to any department,
00:46:45.119 division, or work unit when as a result
00:46:46.720 the employee would be directly
00:46:47.760 supervising or receiving direct
00:46:49.839 supervision uh from a related person. No
00:46:53.520 county official shall participate in any
00:46:55.440 board or committee proceedings where the
00:46:57.280 matter considered directly or indirectly
00:46:59.520 involves or affects the employment of a
00:47:01.520 relative. That's no different than
00:47:03.520 serving on the committee. I we have
00:47:06.800 multiple times here things that come
00:47:08.720 through and I'm looking at because m
00:47:11.200 other individuals before this committee
00:47:13.200 are uh related to other people and it
00:47:16.480 happens. It's a frequent occurrence as
00:47:19.280 supervisor sever it happens. You can't
00:47:21.680 always anticipate when a conflict's
00:47:24.400 going to come up. And this is a a
00:47:27.200 secondary provision. You cannot serve on
00:47:29.839 the oversight committee and you cannot
00:47:32.319 participate in any border committee
00:47:33.920 proceedings where the matter even though
00:47:36.000 you are not on the oversight committee
00:47:38.079 affects the employment of a relative. So
00:47:40.640 I'm I'm not seeing that legal issue
00:47:42.800 there and I think it's a it's not um a
00:47:46.800 correct ascertation that there's a
00:47:48.480 conflict. I and I will remind uh
00:47:52.480 everyone here I did speak with Andy
00:47:54.319 Phillips today and that is what was told
00:47:55.920 to me. So
00:47:57.920 >> yeah. So yeah, Andy Phillips, we talked
00:48:00.079 about it and I'm not sure that what she
00:48:02.960 was reading was the ordinance that me
00:48:04.319 and Andy talked about to be honest with
00:48:06.240 you. Um but um I don't have it in front
00:48:08.480 of me so that's that's my fault. But
00:48:10.880 anyway um any other discussion
00:48:15.040 >> hearing? None. Mr. Go ahead. Oh, I'm so
00:48:17.200 sorry. um [clears throat]
00:48:19.760 that it's too bad that we have to be
00:48:21.440 here tonight because I don't think it's
00:48:23.680 what I've heard tonight for the
00:48:25.839 reasoning being here. To me, that's
00:48:28.000 something we could have worked out
00:48:29.599 because we are a good commit. We are a
00:48:31.599 good board. I think we're all adults
00:48:33.440 adults. Andy tries to do a good job.
00:48:36.480 He's not perfect. None of us are
00:48:38.160 perfect. We all make mistakes. We don't
00:48:40.880 conduct things. But most of the time if
00:48:43.440 you have a trouble with Andy or if I had
00:48:45.280 trouble with John, you just walk in the
00:48:47.200 office say, "Hey, we we got to get this
00:48:48.880 straight." You you a lot of this stuff
00:48:51.760 that they said is hearsay. They told me
00:48:54.319 this. You can't hearay doesn't carry
00:48:56.240 water. But I think it's too bad we
00:48:59.359 embarrass Andy. We embarrass ourselves
00:49:01.839 with this meeting. I think uh if he'd
00:49:04.720 have been something really embezzlement
00:49:07.280 or something that's way out of line, I
00:49:09.040 could see bringing him up because we
00:49:10.800 have to we got to hold him to a certain
00:49:12.559 standard because he's the chair. But
00:49:15.119 every every issue I've ever had with him
00:49:17.440 and he's not perfect because
00:49:20.240 uh we do disagree on quite a bit of
00:49:21.839 stuff. But I think we're [clears throat]
00:49:23.920 all adults here. Let's just discuss it
00:49:27.680 and move forward. And I don't think it's
00:49:31.040 anything that I've heard tonight is
00:49:32.800 severe enough to warrant
00:49:36.640 taking Andy's chairmanship away. We
00:49:38.880 elected him six months ago and it was
00:49:41.680 tight. And but still, you have to give a
00:49:45.359 person a chance. There's nothing here
00:49:47.119 that's that bad. And I I personally,
00:49:50.160 just an opinion, think that I think we
00:49:52.720 should move on from this. I think he's
00:49:55.200 doing a good job and he's learning every
00:49:58.559 day as we all are.
00:50:02.079 >> M Mr. Backer, I just want to I I
00:50:04.319 appreciate what you're saying and I
00:50:05.520 don't disagree with you. I don't have
00:50:08.319 any ill personal feelings towards the
00:50:11.280 chairman like people want to say. What I
00:50:13.760 have is I brought forward my concern
00:50:18.160 about somebody serving on a committee
00:50:19.920 that can't be on it.
00:50:22.400 I've tried to work with many different
00:50:24.960 people here to correct the situation.
00:50:28.559 I've I don't know what more I could have
00:50:31.520 done to do that. And so I finally
00:50:35.040 asked the chairman to put this on the
00:50:36.720 full board next full board agenda. He
00:50:38.480 said it was going to have to go through
00:50:39.839 the executive finance committee for
00:50:41.839 discussion. I can't have a discussion
00:50:45.839 about what I see as a potential
00:50:48.240 violation. I look tonight, Mr. Leonard
00:50:51.280 resigned last week. Okay. He didn't do
00:50:54.240 it right, but he's here tonight to vote.
00:50:56.400 His intent was to resign.
00:50:59.119 >> I There's a consolidation of power. My
00:51:01.760 choice was to file a complaint about
00:51:05.839 somebody serving on a committee and a
00:51:08.000 chairman to the chairman in the
00:51:10.319 executive committee.
00:51:12.640 That was my option.
00:51:15.040 It wasn't going to go. So, I said,
00:51:16.880 "Guys, I had a great boss. Mary, do your
00:51:19.359 happy dance right now. I'm not going to
00:51:20.640 say your last name, but Mary, do it and
00:51:22.079 and do your thing. She said, "When you
00:51:24.400 don't know what to do, trust your
00:51:26.400 board."
00:51:28.640 I came here tonight with nuts in my
00:51:30.720 stomach. I don't want to be here. I
00:51:33.200 don't like this.
00:51:35.280 I didn't know what the answer was. I
00:51:36.720 still don't. But I do know that when I
00:51:39.520 don't know what to do, I can bring it
00:51:41.760 forward and I've got 17 other people. If
00:51:43.839 I make a mistake, somebody's going to
00:51:45.280 cancel that out for me.
00:51:47.520 I just had enough of asking questions as
00:51:51.359 to why people are being transferred and
00:51:53.359 all this other stuff. I just want some
00:51:55.440 truth. That's all I wanted.
00:51:58.480 >> Go ahead,
00:51:59.040 >> Mr. Paris. It's It did get correct.
00:52:01.599 Correct.
00:52:02.480 >> Five months later.
00:52:03.280 >> It took No, he's only been here six
00:52:05.839 months and then you didn't brought it.
00:52:07.040 You wanted up about three months ago.
00:52:08.880 Yes. And I I agree. It didn't get
00:52:11.040 changed right away. Maybe it should
00:52:12.720 have. We drag we probably drag our feet
00:52:14.960 on that one. But overall, it did get
00:52:16.960 changed. We're not professionals here in
00:52:19.200 politics and law, but we try our best.
00:52:21.680 And I agree. I mean, that was that was
00:52:24.400 legitimate and I thought that was great
00:52:26.640 that you brought it up and they got it
00:52:28.000 straightened out, but it was done. So,
00:52:30.880 we moved on. No, it Oh, by the way,
00:52:33.440 respectfully, it wasn't.
00:52:34.240 >> By the way, it's Becker. Sorry, Becker.
00:52:36.160 Sorry. Sorry, [laughter] Super.
00:52:37.520 respectfully. No, it wasn't done because
00:52:39.200 at the last meeting, Supervisor Leonard
00:52:41.520 asked to be off the law enforcement
00:52:43.200 committee. Mr. Todd clearly said, "I
00:52:45.440 made the appointment and I'm honoring
00:52:47.040 his request." No, it didn't get
00:52:50.000 resolved. It did, but not but not by
00:52:52.800 leadership. And my concern isn't about
00:52:56.000 what what who did what or whatever. My
00:52:59.280 concern is there's a structure that we
00:53:01.280 have to follow. If we want people to
00:53:03.599 trust us and trust government, we have
00:53:05.280 to show them reason and there's a
00:53:07.440 structure to follow. And we chose not to
00:53:09.200 follow it. The easy thing that would
00:53:10.559 have been to do would have just simply
00:53:12.640 said, I'm going to temporarily take you
00:53:14.400 off the committee till we figure this
00:53:15.680 out. The simple thing would have been, I
00:53:18.800 made a mistake, guys. I'm sorry.
00:53:21.839 That would have been a solution. And
00:53:23.040 then we fix it. But you know what we
00:53:24.400 got? We got transferring the district
00:53:26.160 attorney. We got we got
00:53:28.800 >> No, you're you're that's two different
00:53:30.559 >> No, it is not. That was two different
00:53:31.920 things.
00:53:32.160 >> No, it is not. Okay, sir.
00:53:33.200 >> That was two different things. Uh,
00:53:34.800 right, Andy, you and you know it
00:53:36.319 yourself. That was two different issues.
00:53:38.720 >> Don't conflute. There's the two things.
00:53:41.200 One was with him and that was good. And
00:53:43.359 the district attorney thing where we
00:53:45.359 were going to that's a different thing.
00:53:47.200 >> They weren't connected.
00:53:48.319 >> They are a little bit, but overall the
00:53:50.640 first was legitimate with Scott, right?
00:53:53.920 And then and then the other one I Yeah,
00:53:57.200 the district attorney one, I kind of
00:53:58.640 have to agree with you on that one. I
00:54:00.319 just want some truth and I want to be
00:54:01.599 able to trust what we're doing.
00:54:02.559 >> I agree with you. Truth is the best
00:54:03.920 thing.
00:54:04.079 >> So I brought it to the board.
00:54:07.200 >> Supervisor.
00:54:09.040 Oh. Oh. Okay. Who's
00:54:11.040 >> No.
00:54:13.599 >> Oh, do you? Is it
00:54:14.960 >> Supervisor? Turner, please.
00:54:16.079 >> I think for all of this my Sorry. My
00:54:19.599 concerns
00:54:21.280 are
00:54:22.880 what appears on the surface. when
00:54:25.680 somebody says one thing but clearly in
00:54:28.559 another direction they're moving a
00:54:30.160 different way and I think that there's a
00:54:32.400 lot of supervisors that feel that way.
00:54:34.960 We have some power consolidated on
00:54:37.599 certain committees. Certainly as county
00:54:40.400 board chair you're serving on a lot of
00:54:44.160 those committees
00:54:46.160 um which is not a problem. However, when
00:54:50.720 you get the same five, six people who
00:54:53.839 are on all of the committees together,
00:54:56.480 it is a problem. And I think we started
00:54:58.640 off on the wrong foot when this board
00:55:01.839 first came together. We had quite a few
00:55:04.640 new board members
00:55:06.880 and they they were hungry, right? They
00:55:08.960 wanted interesting material so that they
00:55:11.839 could set their path for their
00:55:13.920 committees and everything that they
00:55:15.359 wanted to do. And they didn't get that.
00:55:17.839 They would ask the questions, ask for
00:55:20.079 something to be reported as a full
00:55:22.640 county board and they were told time and
00:55:25.119 time again, nope, we decided that in
00:55:27.520 exact finance, it's done. It's a debt
00:55:30.000 issue and then we have a problem, right?
00:55:34.240 >> Because it does appear that there's no
00:55:36.319 transparency. Then obviously they can go
00:55:39.040 and view the meetings, but then there's
00:55:41.680 no forward discussion. Can I ask you can
00:55:44.800 just give a couple examples just so I
00:55:46.559 know just so I know what you're talking
00:55:47.599 about.
00:55:48.000 >> Um, one example I have is more recent.
00:55:50.319 Okay.
00:55:50.720 >> That there was a report that raised
00:55:52.799 significance concerns within a
00:55:55.119 department including allegedly
00:55:57.280 inappropriate email communications
00:56:00.000 involving county board chair staff and
00:56:03.040 outside business during work hours using
00:56:06.000 county computers.
00:56:08.160 and it was reported to the executive
00:56:10.319 finance committee and effectively killed
00:56:13.520 there. Now, I think that that is
00:56:15.839 something significant enough and you can
00:56:17.920 ask the other supervisors in here.
00:56:20.000 >> Can I ask that they would want to know
00:56:22.079 >> that's never came forward?
00:56:23.839 >> I don't have
00:56:25.760 you had no report, no no knowledge of
00:56:28.240 that. No,
00:56:28.799 >> I'm not I have not a clue what you're
00:56:30.160 even talking about, Bridget.
00:56:31.520 >> No, I There you go again. There's
00:56:35.119 miscommunications and stuff.
00:56:36.640 >> Go ahead. I no. Yeah, I'll let you go
00:56:39.119 ahead.
00:56:39.599 >> I I believe there is significant um
00:56:43.440 sufficient evidence to disprove that
00:56:45.839 statement
00:56:46.960 >> that it came to the exact finance
00:56:48.640 committee
00:56:49.280 >> or was asked to go to the exact finance
00:56:51.760 committee.
00:56:53.760 >> He's the chair chair.
00:56:55.200 >> You're talking about me?
00:56:57.440 >> No, it was in close session. So, all of
00:56:59.200 this happened during about the time that
00:57:00.799 we changed committee. Um we had the
00:57:03.200 elections. Um, so there were things that
00:57:06.079 were in the works with the pre previous
00:57:08.559 finance exec finance committee as I
00:57:10.400 understand it that needed to be rolled
00:57:12.720 over to the new committee and addressed.
00:57:15.760 Evidence would support that that issue
00:57:17.839 was
00:57:19.359 not addressed but was known about.
00:57:22.880 >> Yeah, there is there was something that
00:57:24.720 we discussed and it was I mean I know
00:57:27.920 exactly what you're talking about now
00:57:29.200 when you're talking about but had
00:57:30.240 nothing to do with an idea of h wanting
00:57:32.559 to bring it forward. That's why we have
00:57:33.760 our committees and that's why we talk.
00:57:35.040 We have an executive committee for a
00:57:36.640 reason. Um it had something to do with
00:57:39.920 um an idea of getting somebody uh open
00:57:42.640 records on a on an employee. Um and
00:57:46.319 yeah, we uh [clears throat]
00:57:48.240 there is other concerns about that that
00:57:50.480 I'm not going to bring out in open
00:57:52.240 session because that that would be
00:57:53.680 really bad. Um but there's more to that
00:57:58.000 because you there's more to that one
00:58:00.799 when it comes to that. And I'm not going
00:58:02.160 to be calling any supervisor out. I'm
00:58:05.040 not going to be calling any of this
00:58:06.079 stuff out when it comes to what this has
00:58:08.079 said when it comes to that because
00:58:09.839 that's the wrong thing to do. Um, but it
00:58:13.680 was discussed and yeah, I mean, it's
00:58:16.480 there's a lot of things. I mean, Terry
00:58:17.839 Tquist, I mean, it went for a whole year
00:58:19.599 before we knew anything. So I mean we
00:58:22.240 can bring a lot of stuff up when it
00:58:23.839 comes to how things are done but
00:58:26.559 everybody knows here you know Terry
00:58:28.799 Tquist we didn't hear nothing for over I
00:58:31.280 mean up almost a year I didn't know
00:58:33.280 nothing about what was going on I didn't
00:58:35.520 know all the money that was spent when
00:58:37.200 it comes to Terry all that was hidden or
00:58:40.079 not I'm not even saying hidden it just
00:58:41.839 wasn't told to us when it until I guess
00:58:46.160 we needed to know so I I mean it there's
00:58:49.520 some things that you know you discuss
00:58:52.079 and you you come up with uh reasons
00:58:55.040 behind things and and it it it stops. So
00:58:59.119 I you know I don't I think chair one of
00:59:02.400 the things that you
00:59:04.880 you you pushed early on
00:59:07.839 >> and I even had a conversation with you
00:59:09.680 and I thought just keep going keep keep
00:59:12.799 doing what you're doing and then all of
00:59:14.799 a sudden that transparency that you
00:59:17.760 campaigned on so hard and so well
00:59:22.079 it just fell off. And so I would like to
00:59:24.799 see for my part you being more
00:59:28.160 transparent, you reporting to the board,
00:59:31.760 maybe it's not up for discussion, but
00:59:34.400 you're reporting to the board that exec
00:59:36.799 finance or personnel bargaining had this
00:59:39.599 conversation and we decided it best not.
00:59:43.040 >> But what if it's like a closed door
00:59:44.559 thing where you don't you can't
00:59:45.599 >> you can't obviously not close session.
00:59:47.839 I'm not discussing that. I'm talking
00:59:49.440 about talking about this incident.
00:59:51.440 talking about
00:59:52.000 >> the community wants us to be transparent
00:59:54.400 too.
00:59:55.119 >> It has something to do with an employee.
00:59:56.720 It has to be closed sessions. So like
00:59:58.720 just do special me I mean we can talk
01:00:00.799 about this later but do special close
01:00:03.839 session meetings so what we get told we
01:00:07.040 can tell everybody. I don't I don't but
01:00:09.119 like I said this is something we can
01:00:10.559 discuss
01:00:11.440 >> whether you're chair or not. I just want
01:00:13.760 to see more transparency more engaging
01:00:18.319 of all of the supervisors here. If I'm a
01:00:21.280 new supervisor, again, I've sat on this
01:00:24.000 board for six years and it's always been
01:00:27.599 very transparent. But if I'm a new
01:00:30.319 supervisor and I'm not gaining any
01:00:32.799 information from anybody coming out of
01:00:35.440 committee or not, or I'm getting
01:00:37.200 conflicting information, I would want
01:00:40.079 you as chair to clarify the information
01:00:43.040 and be transparent with the community.
01:00:46.079 That's my ask. I have a real quick
01:00:49.040 question and it's quick I promise what
01:00:51.359 you people were just talking about
01:00:53.760 >> the close session you talking about you
01:00:56.160 remember that there was a concern about
01:00:58.160 an email
01:01:00.160 um
01:01:01.839 what happened to that did anything come
01:01:04.160 of that
01:01:05.760 >> um
01:01:06.240 >> it should be a concern for the county
01:01:07.920 I'm guessing because it's I'm guessing
01:01:09.920 is it an ethical thing I don't know
01:01:11.920 >> right we yeah we don't want to yeah
01:01:13.599 that's
01:01:13.920 >> I I Dawn you know it's an ethical thing.
01:01:17.040 My concern is is this is a part of not
01:01:19.680 only transparency, it's it's fixing
01:01:21.920 things. So if there was a problem with
01:01:24.559 that issue, it should be addressed not
01:01:28.720 just in close session, but it should be
01:01:31.440 and maybe more close sessions
01:01:32.960 investigation, whatever needs to be done
01:01:35.200 to clarify that issue. Thank you.
01:01:37.040 >> So why have committees I'm stuck? Go
01:01:39.119 ahead, Mr. Richard. And
01:01:41.440 >> Supervisor Turner, you said that
01:01:43.920 committees are stacked. Can you tell me
01:01:46.960 how you feel they're stacked?
01:01:49.440 >> If if you look at the committees, there
01:01:52.480 were multiple multiple committees that
01:01:56.160 people served on that they were removed
01:01:58.480 from. And so then we had a lack of
01:02:01.119 continuity, right? There was no history
01:02:03.680 moving from committee to committee. I
01:02:06.400 think that's one of the things. And
01:02:07.920 maybe
01:02:09.440 maybe as a new chair, maybe that's a
01:02:12.000 mistake. I don't know if there can be
01:02:15.280 corrections, but but when you've got the
01:02:19.040 same four or five people serving on
01:02:22.400 committees,
01:02:24.640 nothing's going anywhere.
01:02:26.319 >> Well, historically, I [clears throat]
01:02:28.799 think that's been in the past, but but
01:02:31.760 right now, our rules are is that the
01:02:34.000 county board chair and the vice chair
01:02:36.319 sit on executive finance and
01:02:38.480 >> Yes, of course they do. Y
01:02:40.400 >> and [clears throat] I I only sit on
01:02:42.640 executive finance. I don't sit on the
01:02:44.480 other one and I and uh the only one that
01:02:47.359 that sits on both besides the chair and
01:02:49.760 the vice chair is supervisor receiver.
01:02:52.720 So other than that I don't know that
01:02:56.118 [clears throat] I guess I'm I'm not
01:02:57.280 following you.
01:03:00.640 >> What committees are you talking about
01:03:02.000 Bridget? Are you talking about personnel
01:03:03.520 bargaining and executive finance? There
01:03:05.359 are three people that were previous
01:03:08.240 employ uh supervisors.
01:03:10.160 >> Yes.
01:03:10.480 >> On executive finance
01:03:12.720 and personnel that had they were
01:03:15.119 seasoned. They had experience. They were
01:03:17.359 not carried over into the new
01:03:19.200 appointments. Um and I think maybe is
01:03:21.440 that part of what you're alluding to?
01:03:23.760 >> Yes. And we had people on law
01:03:25.440 enforcement who had continuity and could
01:03:27.760 have stayed on their committees and were
01:03:30.000 taken off and someone else was put back
01:03:32.400 on.
01:03:33.680 So, and obviously that's water under the
01:03:37.440 bridge. It can't be changed now.
01:03:41.039 But I would just like to see those
01:03:43.039 concerns addressed. And I think those
01:03:46.640 people that wanted to continue gathering
01:03:50.079 information, allow them to gather that
01:03:52.720 information that they want to have.
01:03:56.160 Go ahead, Richard.
01:03:57.280 >> Just a response to that. I I see what
01:03:59.119 you're saying. I I get it. The only
01:04:01.039 thing I will say is that When
01:04:02.929 [clears throat] I first came on county
01:04:04.240 board,
01:04:06.079 I had talked to the chair at the time
01:04:08.319 and uh he had told me that he was going
01:04:10.240 to put me out of committee and
01:04:12.319 afterwards uh when the committees were
01:04:14.720 selected, I was not put on that
01:04:17.200 committee as what I was told. And that's
01:04:21.359 what I'm getting at is that is up to the
01:04:24.240 chair to make that decision for whatever
01:04:27.280 um why this person changed their mind.
01:04:30.319 That's I get that. that's up to them.
01:04:32.880 So, I respect the uh the positions that
01:04:36.559 a county board chair puts us on. I've
01:04:38.559 seen county board chairs do that for the
01:04:41.359 last 40 years and everybody chooses
01:04:45.280 different people for whatever purpose
01:04:47.200 and that's just the way the system
01:04:49.039 works.
01:04:51.440 >> I I would just say that the appearance
01:04:53.760 would be that they are likeminded people
01:04:56.000 on the committees and like-minded
01:04:58.240 people, right? So people who would agree
01:05:02.400 as a whole um I
01:05:04.640 >> I don't think that's
01:05:05.440 >> on general on general topics. I'm saying
01:05:08.480 that that's the appearance, right? Um
01:05:11.839 and so that's concerning.
01:05:14.799 >> I [clears throat] also would just
01:05:16.079 reiterate that it's at this point a lack
01:05:19.119 of trust. It's we don't have the trust
01:05:21.920 there. We don't have um what we need to
01:05:26.720 move forward as a county
01:05:29.680 for a a a common goal in our current
01:05:33.359 structure.
01:05:35.839 >> Any other discussion?
01:05:37.920 >> We want to
01:05:39.520 >> All right,
01:05:40.079 >> Supervisor Todd.
01:05:41.119 >> Yes, sir.
01:05:41.599 >> Um
01:05:42.079 >> um Supervisor, go ahead.
01:05:43.599 >> I want to speak in agreement with
01:05:45.765 [clears throat]
01:05:46.400 Supervisor True.
01:05:47.599 >> Okay.
01:05:48.559 many of the concerns that I have had and
01:05:51.359 and even more have been aired tonight.
01:05:54.720 And and for me, it's it is bo it does
01:05:58.960 boil down to trust
01:06:01.520 and we're here today because
01:06:05.200 uh at least the people that signed that
01:06:07.920 petition
01:06:09.599 um are concerned about your leadership
01:06:13.599 going forward for the county.
01:06:19.920 All right. Anybody else would like to
01:06:21.599 make a statement?
01:06:24.160 I think we should move forward on the
01:06:25.599 vote.
01:06:26.640 >> Um, Mr. Chair,
01:06:28.559 >> yes.
01:06:29.039 >> I want to explain to everybody that
01:06:30.559 since I was vice chair, I had to stay
01:06:33.119 out of the debate with the idea if I
01:06:35.920 needed to serve as chair, I cannot
01:06:37.920 participate in the debate. So, it wasn't
01:06:40.559 for lack of desire to say something. I
01:06:44.160 wasn't trying to be quiet. I was
01:06:46.799 reserving it for the board so that we
01:06:49.280 would have a chair that could serve
01:06:52.079 without having participated in the
01:06:54.000 debate. Just so everybody understands
01:06:55.680 that. I do care what's going on. I'm not
01:06:58.319 trying to ignore it. I'm just doing what
01:07:00.000 I'm supposed to.
01:07:01.839 >> We appreciate that clarity.
01:07:06.160 >> Shouldn't this be open?
01:07:07.839 >> Shouldn't this be open vote?
01:07:09.680 >> Last time we did this, so I guess it's
01:07:11.680 whatever.
01:07:15.599 Chair Todd.
01:07:16.720 >> Yes.
01:07:17.280 >> I'm almost afraid to turn my mic on and
01:07:19.440 open my mouth, but
01:07:22.960 I have had the feeling recently, last
01:07:27.200 three, four months, you and I have had
01:07:29.920 conversations prior to you becoming
01:07:32.000 chair. I consider you a good person. I
01:07:36.079 almost think we're almost friends, but I
01:07:38.880 have serious concerns about the county
01:07:41.039 being able to go forward under your
01:07:42.799 leadership. I believe too much has been
01:07:45.200 lost. With that, I'll leave the rest of
01:07:47.280 the line.
01:08:04.000 Would everybody like to just take a roll
01:08:05.920 call vote?
01:08:07.119 >> I think it should be a silent vote.
01:08:11.839 >> A paper vote.
01:08:13.839 >> Oh, we can't. We have too many people on
01:08:15.920 Zoom.
01:08:19.040 >> So, we're going to have to take an
01:08:20.080 outside vote or a voice vote.
01:08:27.920 >> The motion was made. That's how we got
01:08:29.759 discussion. Was
01:08:31.520 >> the motion was made. The motion wasn't
01:08:33.279 done.
01:08:41.120 >> Chairman,
01:08:41.759 >> motion's been made and seconded.
01:08:43.040 >> Would would you repeat the motion? I
01:08:44.799 don't even know where where we're at
01:08:45.839 here. What the motion was.
01:08:47.199 >> Um I can
01:08:50.080 read
01:08:52.640 >> removal of election.
01:08:58.319 >> I just basically read it off of the
01:09:00.719 agenda.
01:09:07.839 Um motion was um regarding the um office
01:09:11.359 of county board chairperson including
01:09:13.120 removal and election of a new
01:09:14.719 chairperson of the Trenlo County Board
01:09:16.799 of Supervisors pursuit to the Wisconsin
01:09:18.719 statute of 59.12.
01:09:22.480 >> So to clarify a yes vote would be for
01:09:24.960 removal and a reelection and a no vote
01:09:27.600 would be for not.
01:09:28.560 >> Yes ma'am.
01:09:34.362 >> [clears throat]
01:09:38.000 >> So, uh, basically again, I'm going to
01:09:39.679 repeat it. A yes vote means to remove
01:09:41.600 the chairperson and a no vote means not
01:09:44.480 to remove them.
01:09:46.960 >> Thank you.
01:09:53.839 >> Yes. To remove. No.
01:09:55.679 >> And no, not to.
01:09:56.880 >> Okay. [clears throat] And Susan, that is
01:09:59.120 correct. that we have we do a a roll
01:10:02.080 call this way versus
01:10:04.640 >> so previously when we voted for a chair
01:10:07.280 that was by paper ballot
01:10:08.880 >> right
01:10:09.440 >> I we
01:10:12.080 did not discuss having anybody there w
01:10:14.400 no one had asked me about anybody
01:10:16.400 appearing online that does make it
01:10:19.280 difficult
01:10:21.040 is there another way to do it you could
01:10:23.600 text it you could text it to Mary I
01:10:26.960 don't know if Mary has a phone that
01:10:28.480 would be one way to do it. Um, so there
01:10:30.960 isn't one other alternative out there
01:10:34.239 and then those could be read just like
01:10:37.199 what we did last time. I would move that
01:10:40.000 we take that route that we go with the
01:10:42.000 paper ballot and that the people who are
01:10:43.840 online can text to the county clerk.
01:10:48.800 >> I'll second that.
01:10:54.274 [snorts and clears throat]
01:10:54.400 >> We got a first and a second.
01:10:57.760 >> Mr. Chair.
01:10:59.840 >> Yes,
01:11:00.719 >> Mr. Chair.
01:11:01.840 >> Yes.
01:11:02.320 >> Being in a moving vehicle, I really
01:11:04.800 can't text right now.
01:11:09.600 >> He can text.
01:11:15.600 >> He's in an airplane, ain't he? No,
01:11:17.600 that's not me.
01:11:18.960 >> He would be able to get through.
01:11:22.000 >> With with due respect, I I believe that
01:11:24.640 Supervisor Severson that you could pull
01:11:26.640 over. I do it every time I'm on the
01:11:28.640 phone. If I'm going to text or talk on
01:11:31.040 the phone, I pull over.
01:11:34.480 >> I'm on the interstate, so we we can't
01:11:37.600 pull over.
01:11:39.360 >> And and I'm not afraid to vote in, you
01:11:42.159 know, live if you want me to.
01:11:47.679 >> What does it say on that?
01:11:52.880 >> This is I'm going to leave this to the
01:11:54.960 board. There's not a legal reason why
01:11:56.560 you do one versus the other. We do not
01:11:59.199 have a board rule that specifies this at
01:12:01.360 this time. If you want to vote by rule,
01:12:04.400 that is up to you. If you want to vote
01:12:06.719 by ballot, that is up to you.
01:12:11.360 >> Chair Todd, I would like to vote by uh
01:12:14.239 by um
01:12:16.640 um not ballot, just yes or no.
01:12:22.640 Any
01:12:33.040 discussion on the voice or paper?
01:12:36.239 >> We're going to make a we're going to
01:12:37.360 have a a roll call vote when it comes to
01:12:39.280 what we what we should do
01:12:44.000 if you could do this. So, basically, if
01:12:45.440 you want paper or if you want paper is
01:12:48.239 yes.
01:12:50.640 If you don't want paper and you want to
01:12:52.880 just do an outside roll call vote for
01:12:54.400 where everybody can hear it. Um, no.
01:12:57.520 >> Voice bolt is no.
01:12:59.280 >> Voice bolt is no.
01:13:00.480 >> If you want paper, it's a yes.
01:13:01.760 >> A paper if you want is a yes.
01:13:06.480 >> Kevin Whan,
01:13:09.600 >> I want to have voice vote so I shall
01:13:12.000 state no. Okay.
01:13:13.920 >> John Austin,
01:13:15.920 >> I'll go with the no.
01:13:18.880 Don Trou,
01:13:19.760 >> yes.
01:13:21.040 >> Robert Becker,
01:13:21.920 >> no.
01:13:22.880 >> Renee Lion,
01:13:23.840 >> yes.
01:13:24.960 >> John Scow,
01:13:26.080 >> no.
01:13:27.120 >> David Larson,
01:13:28.080 >> yes.
01:13:29.199 >> Kristen Husby,
01:13:31.520 >> no.
01:13:33.600 >> Bridget Turner,
01:13:34.640 >> yes.
01:13:36.320 >> Andy Parish,
01:13:37.840 >> yes.
01:13:38.960 >> Breaker Todd,
01:13:39.920 >> no.
01:13:41.040 >> Lorie Severson,
01:13:42.320 >> no.
01:13:43.360 >> Andy Todd,
01:13:44.400 >> no.
01:13:45.280 >> Richard Anderson,
01:13:46.159 >> no.
01:13:47.520 Scott Leonard.
01:13:48.880 >> No.
01:13:49.840 >> Paul Severson.
01:13:52.719 >> No.
01:13:58.331 [clears throat]
01:14:01.360 >> 11. 5 to 11.
01:14:04.000 >> 5 to 11. It passes. We're going to do a
01:14:05.920 voice vote.
01:14:09.280 >> So, let's reaffirm this again, please.
01:14:12.159 So, the yes means to remove the chair.
01:14:15.840 No means not to remove the chair.
01:14:18.640 >> Go ahead, Mary.
01:14:21.199 >> Don Trou,
01:14:23.120 >> yes.
01:14:24.239 >> Robert Becker,
01:14:26.000 >> I was I was talking. No.
01:14:29.600 >> Renee Lion,
01:14:30.480 >> yes.
01:14:31.520 >> John Scog,
01:14:32.560 >> yes.
01:14:33.360 >> David Larson,
01:14:34.400 >> yes.
01:14:35.040 >> Kristen Hughesby,
01:14:36.080 >> yes.
01:14:39.199 >> Bridget Turner,
01:14:40.239 >> yes.
01:14:41.280 >> Andy Parish,
01:14:42.560 >> yes.
01:14:43.360 >> Riker Todd,
01:14:44.320 >> no.
01:14:45.440 Lorie Severson,
01:14:48.320 >> no. [snorts]
01:14:50.000 >> Andy Todd,
01:14:50.880 >> no.
01:14:51.920 >> Richard Anderson,
01:14:52.960 >> no.
01:14:53.760 >> Scott Leonard,
01:14:55.199 >> no.
01:14:56.159 >> Paul Severson,
01:14:58.960 >> no.
01:15:00.080 >> Kevin Whan,
01:15:01.520 >> no.
01:15:03.280 >> John Austin,
01:15:06.451 [clears throat]
01:15:08.080 >> yes. [laughter]
01:15:11.120 >> Two, three, four, five, six, seven,
01:15:13.199 eight.
01:15:15.440 Six, seven, eight to eight.
01:15:17.360 >> It fails.
01:15:22.480 >> All right. I am going to um adjourn this
01:15:26.400 meeting.
01:15:26.800 >> Chair, may I say something?
01:15:28.320 >> Yes.
01:15:29.360 >> I I appreciate all the debate tonight
01:15:32.640 and I hope that we can move forward,
01:15:35.199 agree to disagree, and try to
01:15:39.520 take into account some of the things
01:15:41.199 that were discussed tonight. and I um
01:15:44.320 hope we can come into your office if we
01:15:46.159 have some concerns and just move the
01:15:49.280 move forward because we need there's so
01:15:51.920 many other things that we need to be
01:15:53.360 working on. That's all I have to say.
01:15:55.280 >> Thank you so much. Appreciate it. All
01:15:57.280 right, we're jouring at uh what is it?
01:16:00.000 6:45
