00:00:00.880 We'll call this meeting order of the
00:00:02.960 Trumpo County Personnel and Bargaining
00:00:05.040 Committee.
00:00:06.640 Uh the time is 10:00.
00:00:10.080 Cara, have the certification of open
00:00:12.160 meetings law requirements been met?
00:00:14.160 >> Yes, it has.
00:00:15.519 >> Thank you.
00:00:17.440 Uh the agenda that we are going to be
00:00:21.039 adopting is a 12
00:00:24.240 uh piece agenda. Um, and we also are
00:00:28.000 going to include a close session at the
00:00:30.320 end of it as far as for negotiations
00:00:32.239 with the WPPA.
00:00:36.880 >> Mr. Chair, I'll make a motion that we
00:00:38.640 adopt the agenda as printed.
00:00:41.120 >> We've I'll second that.
00:00:42.719 >> We've moved to adopt the agenda. Motion
00:00:45.120 was by Sever, Supervisor Severson.
00:00:48.399 Second was um by uh Bridget.
00:00:54.480 Is there any discussion on the agenda?
00:01:01.840 Seeing none, we shall proceed to vote.
00:01:04.080 All those in favor of adopting the
00:01:06.479 agenda, please signify by saying yay.
00:01:09.680 >> Yes.
00:01:10.080 >> Yes.
00:01:10.479 >> A.
00:01:11.439 >> Those in opposition, no.
00:01:14.880 Motion passes. We'll adopt the agenda.
00:01:17.680 Along with adopting of the agenda, I'll
00:01:20.479 inform those people that are watching or
00:01:22.799 participating in this committee meeting
00:01:25.040 that our committee is five members. We
00:01:28.400 have had a supervisor that has resigned
00:01:31.680 from his position, but with the uh
00:01:36.000 fiveperson
00:01:37.520 uh meeting, we still need a majority of
00:01:40.640 three votes to pass any items of
00:01:43.360 business. and I consulted with our
00:01:45.759 parliamentarian. Uh Susan informed me
00:01:48.720 that we still need to have three votes
00:01:51.759 in favor of a motion to pass it. So that
00:01:54.399 you guys understand that. With that, we
00:01:57.360 shall proceed to item four, the approval
00:02:00.719 of the minutes of the previous meeting
00:02:02.320 on September the 9th, 2026.
00:02:05.680 Is there any discussion?
00:02:08.160 >> I'll make a motion to pass or approve
00:02:10.640 those minutes. moved by Andy to pass uh
00:02:16.560 the previous minutes. Is there a second?
00:02:18.720 >> Both of them, both sets you're talking
00:02:20.160 about.
00:02:20.879 >> We're talking about the previous
00:02:22.239 meetings of the the joint.
00:02:24.959 >> I'll second that.
00:02:26.000 >> Yep. Since we have both meetings, we had
00:02:28.000 a joint meeting with finance and uh our
00:02:32.000 personnel and business and bargaining.
00:02:35.120 Um is there any discussion on approval
00:02:37.760 of the minutes of the previous meetings?
00:02:42.160 Seeing none, we shall proceed to vote.
00:02:44.319 All those in favor of approving the
00:02:46.319 previous minutes, please signify by
00:02:47.920 saying I.
00:02:49.040 >> I.
00:02:49.360 >> I.
00:02:49.920 >> Those in opposition, no.
00:02:54.239 >> Motion pass. The minutes are approved.
00:02:57.519 With that, we will proceed to item
00:02:59.840 number five, discussion and possible
00:03:02.080 action regarding the new medical
00:03:04.080 examiner job description and pay grade
00:03:06.480 for 2027.
00:03:09.519 Rebecca.
00:03:10.560 >> So, um I'm going to and I apologize now,
00:03:15.040 Supervisor Turner. Um I should have
00:03:17.680 brought my computer along as well. Um
00:03:20.560 because you don't have these materials
00:03:22.400 in front of you. So, if K Oh, you do?
00:03:25.440 >> I I do. I have the old version. Okay.
00:03:30.560 >> So, all I'm all I'm missing is the
00:03:34.239 >> updated
00:03:34.879 >> edition that we recommended.
00:03:37.280 >> Okay. I'll I'll talk through some of
00:03:39.519 that. Do you have the packet from the
00:03:42.080 two pieces? Did you pass those out?
00:03:44.560 >> You did already. Okay. Thank you. Um so
00:03:46.959 anyway, here's just a position update uh
00:03:49.680 memo that I'll read off then to the
00:03:52.319 committee. Um as far as the updated
00:03:54.959 medical examiner job description. So the
00:03:58.239 updated job description for the medical
00:04:00.239 examiner for the review, uh it's
00:04:02.720 intended to be part-time. There was
00:04:04.560 discussion about that being full-time to
00:04:06.560 begin with. Um possibly combining with
00:04:09.920 another county. Um I had followup. There
00:04:13.439 were some um employee change over
00:04:17.359 changeovers that happened at Jackson
00:04:19.600 County. Um had some conversations again
00:04:23.120 followup. Nothing really uh was moving
00:04:26.400 forward there as far as the conversation
00:04:29.040 about combining that. I followed up with
00:04:31.520 Chair Todd and we talked about taking
00:04:34.160 this forward as a part-time position for
00:04:36.960 the time being at least uh so that you
00:04:39.440 could uh try that out for the um first
00:04:42.320 year or two and see how that goes. But
00:04:45.520 anyway, the wage range is in the $45 to
00:04:49.280 $50 per hour in a work schedule of fewer
00:04:52.160 than 24 hours per week to keep it at a
00:04:55.280 part-time level. This is the
00:04:57.280 conversation we had as it went through
00:04:59.600 committees when it moved from a coroner
00:05:02.320 to medical examiner uh change. Uh the
00:05:06.240 medical examiner does supervise deputy
00:05:08.720 medical examiners and the medical
00:05:10.880 examiner is expected to delegate duties
00:05:12.960 and coordinate deputy assignments to
00:05:15.280 ensure necessary investigations,
00:05:17.440 coverage and administrative tasks are
00:05:19.120 completed within the approved budget and
00:05:21.280 that the positions allotted hours and
00:05:23.199 scope of work are still completed. Then
00:05:25.360 with that um with just looking at the
00:05:28.800 budget and how that has been set up in
00:05:30.880 the past uh that appears to be working
00:05:34.320 and that's that's how it has been done
00:05:37.120 in the past. Um so then you have the
00:05:39.759 updated medical examiner job description
00:05:42.479 as well. Basically what was changed here
00:05:45.600 is under the FLSA it says non-exempt
00:05:48.960 under 24 hours per week. Uh that means
00:05:52.320 it's nonbenefited. It's a grade 16 which
00:05:56.080 puts us in that pay range that we can um
00:05:59.440 pay the 45 to 50 with some ability to go
00:06:02.320 above that if you had to in the future.
00:06:04.960 Um other changes uh under the in the
00:06:09.440 second paragraph under essential
00:06:11.120 functions I guess that would be the
00:06:12.720 third paragraph provides direct
00:06:14.800 supervision scheduling and performance
00:06:16.720 oversight of deputy medical examiners.
00:06:19.039 The medical examiner is expected to
00:06:20.960 delegate duties and coordinate deputy
00:06:23.360 assignments to ensure necessary
00:06:25.120 investigations, coverage and
00:06:26.560 administrative tasks are completed
00:06:28.000 within the approved budget and the
00:06:29.919 positions allotted hours and scope of
00:06:31.680 work. So that is just expanded on a
00:06:34.479 little bit uh to include a little bit
00:06:36.479 more than what was there previous. Then
00:06:38.479 on the second page under training
00:06:40.319 experience and other requirements per
00:06:42.800 your conversation last month was added
00:06:46.160 uh the associates degree in medical
00:06:48.479 health science criminal justice and or
00:06:51.120 two years related field experience uh
00:06:54.000 that that uh two years experience was
00:06:56.400 added in there. So, um other than that,
00:07:00.720 um you know that uh
00:07:04.400 this should um get us ready to post the
00:07:08.000 position. We do need to start thinking
00:07:09.919 about that and getting that posted here
00:07:11.599 at the end of the month and thinking
00:07:13.599 about the January start time.
00:07:17.520 >> Rebecca,
00:07:18.880 >> yes.
00:07:19.280 >> Did you say that this did you say
00:07:22.000 part-time position?
00:07:23.680 >> Yes.
00:07:26.880 So, correct me if I'm wrong, but I think
00:07:29.840 that's a little bit of a change. And
00:07:32.400 then my second question would be
00:07:39.039 I'm I'm thinking more that it's going to
00:07:41.280 be very hard to find somebody part-time
00:07:45.360 who can
00:07:47.440 juggle hours like that and also be
00:07:52.080 part-time unbenefited
00:07:55.199 that as I'm just saying that as a
00:07:57.680 comment.
00:07:58.400 >> Yes. Right. Right. Uh well that was a
00:08:01.039 big discussion point. Um according to
00:08:05.199 this position the coroner position right
00:08:07.680 now um that coroner position is also in
00:08:12.720 Jackson County as a medical examiner as
00:08:15.360 well those two counties. So the
00:08:18.240 consideration is and looking at other
00:08:20.560 counties that this really does equate to
00:08:23.199 a part-time role, especially when
00:08:26.080 they're considered they have a budget to
00:08:28.639 employ deputies and use their deputies
00:08:31.840 for coverage as well. So the size of the
00:08:34.719 county and you know they they should be
00:08:38.640 able to manage on a part-time basis. I
00:08:41.120 think that was what we had determined uh
00:08:44.080 the last time. If we were going to do
00:08:46.000 full-time, it would be combining with
00:08:48.959 like Jackson County and then Yeah. Yeah.
00:08:52.080 So, you would you would still you'd be
00:08:54.720 doubling the amount of coverage, but
00:08:58.320 they would still be, you know,
00:09:00.160 coordinating all of the deputies and
00:09:02.560 then um the benefits would be split
00:09:04.880 between two counties.
00:09:06.959 um that that that rather than doing the
00:09:12.080 and and that was the question is someone
00:09:14.720 going to is this position going to be
00:09:16.720 more appealing to someone who's maybe
00:09:19.360 retired and wants to do this as a as
00:09:22.320 another job or is it more appealing to
00:09:25.200 offer the benefits and so that that's
00:09:27.680 kind of a question that um Jackson
00:09:31.120 County had as well. So, um, if if you
00:09:35.120 know, we're hoping that that will be
00:09:36.959 appealing to someone.
00:09:41.519 >> Is there additional questions at all?
00:09:43.600 >> I was just going to make a comment too
00:09:45.200 because as the coroner coroner was
00:09:48.560 actually a part-time position because
00:09:50.560 the salary corresponded with just
00:09:54.320 >> part time,
00:09:55.279 >> you know, so it's like almost an on call
00:09:57.920 basis type thing. So I
00:10:00.720 >> Paul, since you have the reference
00:10:02.320 available, how long has it been that
00:10:04.080 way?
00:10:05.200 >> Forever.
00:10:06.000 >> Okay, that means in excess of 44 years.
00:10:09.200 >> More than that.
00:10:10.080 >> It's been more than 44 years. Thank you.
00:10:13.440 >> Yes,
00:10:13.920 >> Mr. Chair.
00:10:14.959 >> Yes.
00:10:16.959 >> Yes. So yes, that was my understanding
00:10:20.160 is that we were hoping that we could
00:10:22.720 partner with whether it be Jackson or
00:10:25.839 Buffalo County, something like that, and
00:10:28.160 share this position
00:10:30.800 as a full-time
00:10:33.279 benefited person, but shared by two
00:10:37.120 counties.
00:10:38.880 And yeah, maybe we can, maybe we can't.
00:10:41.839 Uh it's we certainly can't afford just a
00:10:45.279 full-time position on its own with
00:10:47.920 benefits. So
00:10:50.320 >> yeah, I don't know that they wouldn't
00:10:52.000 have enough.
00:10:53.440 >> Yeah. And so it
00:10:55.519 >> you know I can you know like I said I
00:10:57.600 kind of ran into roadblocks when I had
00:10:59.760 started these conversations um recently
00:11:03.200 again and in the past. But I can
00:11:05.600 certainly just follow back up and and
00:11:08.079 continue that conversation so that you
00:11:10.800 know we we um I had spoken with Buffalo
00:11:14.800 County too and but I'll I'll just follow
00:11:16.959 up with both just to make sure that
00:11:19.760 again if if you end up having problems
00:11:23.519 filling it then maybe you know there's
00:11:25.839 that conversation between those two
00:11:27.440 counties that you could continue that
00:11:29.200 conversation.
00:11:31.040 >> Mr. Chair, talking to the metal medical
00:11:34.880 examiner in Jackson, which is our old
00:11:38.560 our person that we use now, of course,
00:11:40.800 coroner. Yes, thank you.
00:11:42.399 >> Um, right now they basically how they do
00:11:44.880 it is, uh, don't quote me exactly the
00:11:47.200 price, around $400 per incident,
00:11:50.880 >> um, plus mileage. Um, so it's one of
00:11:53.760 those things where, you know, we can
00:11:55.040 even look at possibly doing it that way,
00:11:56.640 too. But just to throw it out there, I
00:11:58.880 mean, I guess either way, but that's how
00:12:01.360 they I believe they do it in Jackson
00:12:02.800 County right now. So, if an incident
00:12:04.320 comes up, she gets called, goes out.
00:12:06.720 It's a $400 400 and whatever deal plus
00:12:09.839 mileage and it's it's uh and it goes and
00:12:12.800 that's basically how they're charged.
00:12:14.720 >> And Supervisor Severson,
00:12:16.240 >> I was just going to say that's almost
00:12:18.160 like what we have because I think we
00:12:19.680 have a $100 per call, but then she had a
00:12:22.720 a salary. So, probably it works out to
00:12:26.480 about the
00:12:27.680 >> the same thing. But my second question
00:12:30.240 is going to be that
00:12:32.480 if we establish the wage for the medical
00:12:35.360 examiner,
00:12:36.959 that's not going to be the same wage for
00:12:38.560 the deputies, right? Do we have to come
00:12:40.399 up with a wage for them, too?
00:12:43.360 >> I guess I didn't think of that until
00:12:45.360 just now when we were talking about
00:12:47.519 >> uh I would I don't I'm not sure. I
00:12:49.680 haven't looked at that, but I'm sure she
00:12:51.920 hires individuals and Yeah, the
00:12:55.760 deputies. So, I don't know that that has
00:12:58.800 to be adjusted.
00:13:01.600 The the coroner is already hiring
00:13:04.000 individuals
00:13:05.120 >> and I think the deputies are on that
00:13:07.519 $100 a call thing.
00:13:09.440 >> Mhm.
00:13:09.920 >> So, it's at the same rate.
00:13:11.920 >> Yeah. So, we would I don't know if we'd
00:13:13.760 get rid of that part when we
00:13:17.120 >> I think they still need to be paid. You
00:13:18.880 mean they should be adjusted, you think?
00:13:20.880 Is that what you're saying? I I don't
00:13:22.880 think they should be paid as much as a
00:13:25.040 as the
00:13:26.000 >> as the right
00:13:27.200 >> as a medical examiner who's supervising
00:13:29.360 them.
00:13:29.839 >> Right.
00:13:33.279 >> And would we not also have to have
00:13:36.480 because we have a a posting or a an
00:13:40.480 actual job description for medical
00:13:42.639 examiner. I think it would be important
00:13:44.639 to have
00:13:46.480 qualifications minimum qualifications
00:13:48.959 for the deputies as well.
00:13:51.760 Mhm.
00:13:54.160 >> And or what training's required, any
00:13:56.800 anything like that. I'm not sure that
00:13:59.360 did we ever have a job description at
00:14:02.560 all for the deputies?
00:14:04.000 >> I don't I have not
00:14:05.440 >> statutes, I think, is all just by stat.
00:14:07.680 >> It was just by statute.
00:14:09.040 >> Okay.
00:14:10.959 That's a good question. And I' I've
00:14:12.480 never looked at those so I don't but I
00:14:14.480 can if we don't have them I think that's
00:14:17.279 a good point is to get them in in order.
00:14:25.600 >> Is there additional questions or
00:14:27.440 comments pertaining to item number five?
00:14:36.800 >> I would entertain a motion then for item
00:14:38.959 number five.
00:14:39.760 >> It's okay. I'll make that motion to go
00:14:41.120 ahead and move forward when it comes to
00:14:42.560 getting more information on the things
00:14:44.079 that we just discussed and what
00:14:45.440 direction we might want to go here uh
00:14:47.440 coming up here in the future when it
00:14:49.440 comes to you know a discussion of do we
00:14:52.160 just pay an as individual case and not
00:14:55.360 worry about um the other
00:14:58.959 people involved when it comes to doing
00:15:00.480 this or do we move forward and pay a
00:15:04.880 wage plus looking at deputies. So, I
00:15:08.160 think that's a lot to put into a motion.
00:15:11.440 I'm just trying to explain why I'm doing
00:15:12.880 this. So,
00:15:13.440 >> well, you don't don't use any of the
00:15:14.880 discussion in the motion. Just create
00:15:16.320 the motion and then Cara can record that
00:15:19.199 and then I'll call on you after the
00:15:21.120 second to go through and explain what
00:15:23.199 you need.
00:15:23.680 >> All right. I'll make a motion to um
00:15:25.920 discuss here in the next uh uh meeting,
00:15:28.560 bring it back on the next meeting to um
00:15:32.079 get more information on what would be
00:15:33.920 the best way to move forward.
00:15:36.720 So
00:15:37.120 >> practical way to move forward in this
00:15:39.199 medical examiner position.
00:15:40.639 >> So supervisor Todd, are you moving to
00:15:42.800 postpone to a certain time or just
00:15:45.199 moving the initial motion so that we can
00:15:47.680 do that? We can do that with a postpone
00:15:49.600 to a certain time after you would move a
00:15:52.399 main motion uh with the action that's
00:15:55.120 described.
00:15:57.120 >> Oh, for the medical job description.
00:15:59.440 Okay. Paid for the main. So I'm going to
00:16:01.519 Yeah, I'm going to make a motion to
00:16:02.880 postpone. Um
00:16:04.800 >> Okay. But you have to move a main motion
00:16:06.480 before you can do the postponement.
00:16:08.800 >> Oh, gotcha.
00:16:09.600 >> We need a main motion and and what you
00:16:11.600 want it to say so that the secretary can
00:16:13.920 record it.
00:16:15.920 >> So, Mr. Chair,
00:16:17.120 >> yes, the motion is basically to
00:16:20.560 >> I'm going to say table it, but he's not
00:16:23.519 using that word. uh
00:16:25.680 >> postpone till the
00:16:26.639 >> till the next till we get more
00:16:28.560 information on what that's my question
00:16:32.880 before I can make a no I'm going to make
00:16:34.959 a second I'll do the second then we can
00:16:37.120 discuss
00:16:38.079 >> you're seconding
00:16:39.199 >> his motion
00:16:40.079 >> his motion that we discuss the new
00:16:44.560 medical examiner job description and pay
00:16:48.079 grade
00:16:48.959 >> correct
00:16:49.600 >> okay is that what you guys All right.
00:16:54.399 >> I I I'll I'll still second it. Okay. For
00:16:58.079 discussion.
00:16:58.560 >> You have that. Cara,
00:16:59.680 >> could we repeat that?
00:17:00.880 >> I think I think you're just saying
00:17:02.240 number five is is there's a motion and a
00:17:04.640 >> That's what I'm trying to get. That's
00:17:06.000 what I'm trying to get to. Is that what
00:17:08.319 you want?
00:17:08.799 >> Yes, that's what I did that from the
00:17:10.959 beginning.
00:17:11.439 >> Yeah, we should have done that from the
00:17:12.319 beginning. Yes.
00:17:14.480 >> All right. It's been properly moved and
00:17:16.079 seconded
00:17:17.679 uh to uh discuss some possible action on
00:17:21.760 medical examiner job description and pay
00:17:24.480 grade.
00:17:27.600 >> Okay.
00:17:27.919 >> Is there any discussion? Now you can
00:17:29.520 come through with your
00:17:30.640 >> Yes. I would like to um make a motion to
00:17:33.440 postpone this um for further information
00:17:36.799 regarding um the uh position how we move
00:17:40.880 forward with the position to the next um
00:17:44.240 personal bargaining meeting next month.
00:17:49.039 >> Andy to include the uh deputy
00:17:54.160 deputies information as well. Um yes,
00:17:57.760 how we should move forward. Making a
00:18:00.400 motion to postpone to how we should move
00:18:02.640 forward on the direction of the medical
00:18:05.039 examiner and the deputies
00:18:07.840 um at the next personnel bargaining
00:18:10.400 meeting.
00:18:11.600 >> Is there a second?
00:18:12.160 >> I'll second that.
00:18:13.120 >> There's a motion second to postpone
00:18:16.480 uh the discussion on the
00:18:19.120 reclassification,
00:18:20.799 excuse me, on the possible action of the
00:18:22.880 new medical examiner job description and
00:18:24.799 pay grade. Um, if I could.
00:18:26.880 >> You can, Rebecca.
00:18:27.840 >> Um, so I just want you to consider
00:18:31.039 um the the deputy pay is built into the
00:18:35.360 budget already and we're carrying
00:18:37.120 forward the budget that's always been
00:18:39.200 used for the coroner. Um I just uh it's
00:18:43.840 October and you have to do give some
00:18:46.880 consideration of this individual uh
00:18:50.320 getting this out, getting people to
00:18:52.799 apply, getting interviews done, getting
00:18:55.760 them in here to start like looking, you
00:18:59.280 know, considering we may have someone
00:19:01.200 that um is very familiar with Tolo
00:19:04.480 County and maybe the current coroner
00:19:06.400 will apply. We don't know. But um I just
00:19:09.919 think if you're going to do little you
00:19:12.799 know you want more information on
00:19:14.320 deputies that could just come back to
00:19:16.160 the meeting. I don't know if you want to
00:19:17.919 stop taking forward this position, but
00:19:20.880 that's just for your consideration and
00:19:23.280 to think about um you know that that
00:19:26.160 piece of it I guess
00:19:28.640 >> and for information from the chair to
00:19:30.720 postpone to a certain time required has
00:19:33.440 a second already is debatable is
00:19:35.600 amendable and requires that majority
00:19:37.360 vote. We'd have to have three members
00:19:39.679 vote in favor to postpone to a certain
00:19:42.559 time
00:19:44.160 is additional discussion. Go ahead,
00:19:46.240 Paul.
00:19:46.640 >> Did you put what the
00:19:50.799 >> postpone till question mark that date?
00:19:54.000 >> It has not been
00:19:55.039 >> It wasn't in your motion.
00:19:56.000 >> It wasn't in the motion. So, it's
00:19:57.600 amendable to the certain time.
00:20:01.200 >> Mr. Chair,
00:20:02.080 >> I'd entertain amendments. Yes, Mr.
00:20:04.799 Turner.
00:20:06.799 Um, if need be, if we if this is a
00:20:12.559 timely matter that we need to determine,
00:20:15.919 obviously we can bring the the the
00:20:18.720 monies in the budget forward and that
00:20:20.720 won't hold up the budget, but if we're
00:20:23.120 if we need to get this posted sooner
00:20:26.080 than later, I would recommend that we
00:20:31.039 if we need to get it done in like before
00:20:33.360 the next meeting that maybe we schedule
00:20:36.480 a meeting in a couple weeks to get this
00:20:39.280 done because
00:20:41.520 we do need to get it done, right? So to
00:20:44.960 to keep it moving forward. So I I would
00:20:49.600 entertain that as an option based on
00:20:52.720 what everyone else thinks.
00:20:55.120 >> Mr. chair. Um,
00:20:56.640 >> Supervisor Todd,
00:20:57.679 >> if I'm not mistaken, um, if a situation
00:21:00.320 comes up where we don't have this
00:21:03.440 position put in as the first of the
00:21:05.679 year, we could still reach out to the
00:21:08.559 medical examiner that's that has that
00:21:11.039 experience for individual cases. So, it
00:21:13.600 doesn't mean that we have to have a
00:21:15.840 situation where we have to have this
00:21:17.360 right away. So, you know, I I'm just
00:21:19.679 throwing it out there. Um, I just to
00:21:22.159 make a decision without all the
00:21:24.240 information. I just hate to do that. So,
00:21:26.640 that's kind of where I'm sitting on
00:21:28.720 that. I think we're not going to be in a
00:21:31.120 spot where um as of January 2nd, if
00:21:34.320 somebody's not if something happens,
00:21:35.840 we're not going to have something that
00:21:36.799 we can rely on. We just make a phone
00:21:38.720 call. And
00:21:39.520 >> I I would just say I that could be I
00:21:43.039 would want to talk to legal about that
00:21:44.720 because you certainly can't just carry a
00:21:46.880 person over without them being hired and
00:21:48.880 all the there's legal problems there
00:21:50.960 with that. So, it could very well
00:21:53.600 happen, but you'd have to think about
00:21:55.280 the process before that and making sure
00:21:57.280 that you're covered legally. But, um,
00:21:59.679 you know, if you wanted more information
00:22:01.760 and you and to Supervisor Turner's
00:22:04.240 point, if you wanted to meet next week
00:22:06.240 and look through, uh, the rest of that
00:22:08.400 information, we could certainly have
00:22:09.840 that for you
00:22:14.480 >> since Go ahead.
00:22:15.919 >> Oh, Bridget said maybe two weeks. So,
00:22:17.840 that would be the week after next.
00:22:21.039 Yeah. Two weeks ago.
00:22:21.919 >> So if if Bridget makes that that
00:22:24.640 amendment to the motion,
00:22:26.960 >> first of all, if it's to a certain time,
00:22:30.480 if that's pertaining to the time as far
00:22:33.039 as that two week on the meeting, that
00:22:36.480 would be offered as an amendment to the
00:22:39.360 time. So if if Miss Turner would like to
00:22:43.280 offer that as an amendment to the time
00:22:46.320 that postpone to a certain time is set
00:22:48.559 for, then we could I would entertain
00:22:51.760 that amendment.
00:22:54.400 Miss Turner, would you like to make that
00:22:56.080 amendment?
00:22:57.520 >> I would like to make an amendment to the
00:22:59.600 motion that this committee meet on that
00:23:03.280 topic on October 21st
00:23:06.880 at 10 o'clock. if that doesn't conflict
00:23:09.520 with any anything else anyone has.
00:23:18.960 >> So the amendment
00:23:20.080 >> two weeks from
00:23:21.039 >> Yep.
00:23:21.440 >> basically from today. I I will second
00:23:23.360 Bridget.
00:23:23.919 >> There is a second to the motion for an
00:23:26.000 amendment on postpone to a certain time.
00:23:28.720 The amendment would be to add the phrase
00:23:30.880 at a special meeting held October 21st
00:23:33.280 at 10:00 a.m.
00:23:35.440 Is there any discussion on the
00:23:36.960 amendment?
00:23:40.080 Any discussion on the amendment? Seeing
00:23:42.799 none, we shall proceed to vote. And the
00:23:45.440 vote is only on the amendment for the
00:23:48.159 October 21st special meeting at 10:00
00:23:51.919 a.m. All those in favor of adding the
00:23:56.320 amendment, please signify by saying yes.
00:23:59.760 >> Yes.
00:24:00.240 >> Yes.
00:24:02.320 >> Yes.
00:24:05.600 >> Those in opposition,
00:24:08.159 please signify by saying no.
00:24:11.600 The amendment is passed.
00:24:14.240 We are now voting to postpone
00:24:17.120 this action to a special meeting on
00:24:20.080 October 21st at 10:00 a.m.
00:24:26.799 Is there any further discussion on the
00:24:29.760 October 21st 10:00 a.m. special meeting
00:24:34.240 to resolve the issue on the new medical
00:24:37.760 examiner job description and pay grade?
00:24:44.400 Seeing none, we shall proceed to vote.
00:24:47.679 All those in favor of postponing this
00:24:50.320 decision to a special meeting to be held
00:24:53.039 October 21st at 10:00 a.m., please
00:24:56.159 signify by saying yes.
00:24:58.159 >> Yes.
00:24:59.039 >> Yes.
00:24:59.840 >> Yes.
00:25:02.480 >> Those in opposition, no.
00:25:05.440 We will postpone it till the October
00:25:07.679 21st 10:00 a.m. special meeting to deal
00:25:10.799 with the new medical examiner job
00:25:12.960 description and pay.
00:25:18.080 Thank you. K. Are you set on the minutes
00:25:21.440 then? We were trying to make it defined
00:25:24.799 with that. That concludes item five.
00:25:27.600 Next will be item number six, discussion
00:25:30.960 and possible action regarding the
00:25:32.640 reclassification of the finance manager
00:25:35.120 position to finance director including a
00:25:38.559 change in paygrade and job title
00:25:41.440 effective January 2027.
00:25:45.360 Is there any discussion on agenda item
00:25:49.120 number six?
00:25:54.400 >> Rebecca, would you like to address it?
00:25:55.760 you were in at last month's meeting. So,
00:25:57.679 >> do you want to um do we need a motion
00:26:00.480 and second first to discuss or
00:26:02.400 >> That's the normal way that we would deal
00:26:04.559 with an item that comes up. Um sometimes
00:26:07.520 when it's listed, it's inferred that
00:26:09.760 it's a motion.
00:26:11.360 >> Otherwise, to be able to discuss it, we
00:26:13.279 would have to have a motion.
00:26:16.240 >> I'll make that motion.
00:26:18.480 >> Motion by Supervisor Turner.
00:26:21.760 Is there a second?
00:26:24.320 I'll second that motion.
00:26:25.840 >> Second is by Supervisor Todd.
00:26:29.440 Is there discussion now on the
00:26:31.760 discussion and possible action regarding
00:26:34.240 the reclassification of the finance
00:26:36.000 manager position to finance director
00:26:38.720 including a change in paygrade and job
00:26:40.640 title effective January 2027?
00:26:44.559 >> Now can I
00:26:45.840 >> you bet now you can direct it. I
00:26:47.679 appreciate that Rebecca. Thank you for
00:26:49.360 your politeness and cordiality.
00:26:50.880 >> Yeah, thank you. Okay. So, and again,
00:26:53.440 I'm sorry I wasn't here last month. So,
00:26:55.840 I my understanding is uh there was
00:26:58.320 discussion about the job description
00:27:01.279 itself. So, you have that and let's just
00:27:03.440 walk through that. Um so, supervisor
00:27:06.000 Turner has that as well. Um the position
00:27:09.200 of course has changed. position title
00:27:11.120 from finance manager to finance director
00:27:13.760 under the department of finance uh would
00:27:16.559 be a grade 19 and beginning oops I'm
00:27:20.400 sorry it should be January 2027 there
00:27:23.520 not 2026
00:27:25.840 um the finance director leads countyy's
00:27:29.200 financial management under the
00:27:30.720 administrative direction of the county
00:27:32.240 administrator and reports to fi reports
00:27:34.720 on financial matters to the executive
00:27:36.960 finance committee the finance director
00:27:39.760 is responsible for high level financial
00:27:42.000 oversight, directs financial reporting,
00:27:44.320 accounting, audit preparation and
00:27:46.080 internal controls, and supervisor and
00:27:48.960 supervises assigned finance staff and
00:27:51.760 functions. The director advises the
00:27:54.080 county administrator, committees, and
00:27:55.840 county board on financial conditions,
00:27:57.919 options, and long-term plans. The
00:28:00.559 position serves as county auditor as
00:28:03.039 authorized by applicable law and county
00:28:05.279 policy. And the last part was struck out
00:28:08.880 then uh of the including audit
00:28:11.600 management and such was just rewritten
00:28:13.520 to include there under essential
00:28:16.320 functions I have highlighted in the
00:28:19.840 second paragraph then saying direct
00:28:22.880 assign train and evaluate assign finance
00:28:25.679 staff supervise payroll accounts payable
00:28:28.240 staff and functions but then again
00:28:31.200 keeping the coordinate financial
00:28:33.360 practices with department fiscal staff
00:28:35.679 without displacing department heads
00:28:37.600 supervision of their employees, but it
00:28:39.919 is working in tandem with them. I did
00:28:42.399 have one other addition and I'm sorry I
00:28:46.559 don't this must have been a a late uh
00:28:51.360 I'm on your copy maybe you have that on
00:28:54.000 the backside overseas vehicle pool
00:28:56.000 program and mileage cost analysis.
00:28:58.960 Um I had highlighted behind that you
00:29:02.080 know depending on if that program was
00:29:04.080 implemented that was a recommendation
00:29:06.399 that we had previous and I'm not sure
00:29:08.960 does that show up on your copy
00:29:10.480 >> under what category would it be?
00:29:12.159 >> Uh it's under essential functions on the
00:29:14.960 second page
00:29:16.480 >> down.
00:29:17.600 >> Yep.
00:29:21.760 It does have overseas vehicle pool
00:29:23.600 program and mileage cost analysis
00:29:25.279 >> and it should be included behind that is
00:29:28.880 you know dependent on if that program is
00:29:32.080 implemented. Um that that is not in
00:29:35.200 place at this time. Again that's a
00:29:37.200 recommendation and looking uh previous
00:29:39.840 at our vehicle uh vehicles and how we
00:29:43.440 could save funds and manage our
00:29:46.720 vehicles. So those are the changes in
00:29:49.919 the job description. And I'm just going
00:29:51.360 to move to the handout that you have
00:29:54.240 again to kind of talk about um what a
00:29:58.720 county finance director does and doesn't
00:30:01.120 do so that we have a little bit of
00:30:03.120 understanding between a finance manager
00:30:05.279 and director. There's not a whole lot of
00:30:07.679 change within what the manager job
00:30:11.760 description is and the director. And
00:30:13.919 basically uh that is because uh that's
00:30:17.520 what our current employee is doing. she
00:30:20.799 is more on a finance director level and
00:30:23.600 that's the current work she's doing. Um,
00:30:26.240 just to specify a little bit on on what
00:30:29.360 what that finance director does. I think
00:30:32.480 she's a little bit more involved right
00:30:34.240 now because we're doing a lot of
00:30:36.640 implementing yet information, but
00:30:39.840 eventually this person oversees the
00:30:42.480 entire countywide fisc financial
00:30:44.399 picture, not just one department. And
00:30:46.320 she is doing that. She's helping in
00:30:47.840 every department and trying to help
00:30:49.440 people understand their financing and
00:30:52.000 where they should be working and how
00:30:53.919 they should be preparing information. Uh
00:30:56.559 prepares and manages the annual county
00:30:58.559 budget and multi-year financial
00:31:00.240 planning. Um ensures consistent
00:31:03.440 accounting practices and reporting
00:31:05.279 across all departments. Coordinates
00:31:07.360 grant accounting compliance drawdowns
00:31:09.440 and reporting. Monitors revenues,
00:31:11.840 expenses, fund balances, and cash flow
00:31:13.919 throughout the year. performs internal
00:31:16.240 financial controls and helps departments
00:31:18.640 use proper procedures. Reviews and
00:31:21.200 approves journal entries, account
00:31:23.200 reconciliations, and financial
00:31:25.039 transactions.
00:31:26.640 Prepares financial statements required
00:31:28.640 for audit and regulatory reporting.
00:31:31.440 Advises the county administrator and
00:31:33.120 county board on financial impacts of
00:31:34.960 decisions. Trains department heads and
00:31:37.600 staff on financial procedures and
00:31:39.440 reporting expectations. develops
00:31:41.840 standardized financial policies and
00:31:43.679 procedures for the entire county. Serves
00:31:46.159 as the point of contact between county
00:31:48.080 and external auditors. Identifies
00:31:50.559 opportunities to reduce audit costs by
00:31:52.880 improving internal consistency and
00:31:54.880 accuracy. This person does not replace
00:31:58.000 department accountants or payroll staff.
00:32:00.799 So, the people that are currently in
00:32:02.399 every department doing those things.
00:32:03.919 Doesn't replace them. Does not eliminate
00:32:06.159 the need for the audit and that's
00:32:08.720 legally required. does not make policy
00:32:11.360 decisions for the county board, does not
00:32:13.760 manage day-to-day operational decisions
00:32:15.919 in each department, does not act as the
00:32:18.559 county treasurer. That is, the treasurer
00:32:21.519 is still uh responsible for their
00:32:23.840 duties.
00:32:25.679 Then this goes on to say what the
00:32:27.600 auditors do and what they don't do. I
00:32:30.159 think you're pretty familiar with that.
00:32:32.720 Um but the auditor independence
00:32:36.320 um is where the on the back page where
00:32:38.960 it talks about the auditors cannot do
00:32:41.760 our work and that's where they have um
00:32:45.440 in the past done um work to um
00:32:51.440 to actually put the you know to move f
00:32:57.279 funds within our budget to um uh to
00:33:02.000 clean things up before they do the
00:33:04.080 audit. Uh and so that is that is really
00:33:07.360 that's what uh is always talked about
00:33:10.399 within the audit. And um so that that's
00:33:13.840 the piece that um hiring the finance
00:33:17.279 director would separate that. So the
00:33:19.679 auditors are not involved in um that
00:33:23.120 cleanup portion of doing some of our
00:33:25.919 work. Uh that they're they're kept
00:33:28.480 independent and overseeing everything we
00:33:30.640 have done.
00:33:31.840 Uh this provides greater consistency,
00:33:34.320 one set of policy, one chart of
00:33:36.000 accounts, one standard reporting format,
00:33:38.159 better oversight. That central director
00:33:40.320 sees all funds, not only individual
00:33:42.399 departments. There's reduced risk,
00:33:45.039 strong internal controls, reduce errors,
00:33:47.279 fraud exposure, audit findings. They
00:33:50.159 lower the audit costs. We've talked
00:33:52.240 about multiple times where our audit
00:33:55.039 costs in the past and currently um have
00:33:58.880 been in the 110 130 most recently now
00:34:02.559 higher because of the con the the the
00:34:04.799 the
00:34:06.399 changeover that we had but um those
00:34:10.639 costs should be res reduced by
00:34:13.520 approximately 60,000 I would assume uh
00:34:17.040 consistently in the future because of
00:34:19.359 this person um promotes internal talent
00:34:22.639 instead of losing skilled staff to other
00:34:25.200 employers. Uh eliminates duplication of
00:34:27.520 work across multiple departments. So um
00:34:31.119 it just really um would strengthen the
00:34:34.399 county uh as far as in the financial
00:34:37.919 area. Um
00:34:40.879 as far as the wage um this individual as
00:34:45.520 a finance director though that position
00:34:48.399 is highly sought after. I I think I
00:34:51.679 think most of us are aware that um
00:34:54.240 financial positions are difficult to
00:34:56.560 fill within the state. Um and so anyway,
00:35:00.560 that's uh kind of falls in that category
00:35:03.760 as far as uh the type of position and
00:35:06.720 the level that we're looking for here.
00:35:11.440 >> Question for you, Rebecca.
00:35:12.800 >> Yeah.
00:35:13.680 >> Additional cost at all as far as the
00:35:16.400 transfer. I know we've brought it up
00:35:18.400 before, but just so people that are
00:35:20.079 paying attention know the background as
00:35:22.560 far as the additional cost.
00:35:24.480 >> The additional cost. So current you're
00:35:27.280 talking about the salary
00:35:29.119 >> to move from the salary of the financial
00:35:32.400 manager
00:35:33.119 >> to the finance director
00:35:34.320 >> to the finance director. There's
00:35:35.760 alternative financing that I want
00:35:38.320 everybody to understand.
00:35:39.520 >> Right? So a person in a finance director
00:35:43.040 position would conservatively make about
00:35:47.680 125,000 a year. Currently that position
00:35:50.640 as a finance manager position is a is at
00:35:54.000 100. Um that was about 100 I'll say. um
00:35:58.960 that in the that individual made uh when
00:36:03.920 she initially took the position uh made
00:36:07.119 the decision based on her life and to
00:36:09.599 help us and to uh to work with the
00:36:12.880 county that she would make uh that
00:36:15.119 transition year until we could move the
00:36:17.839 position into the finance director
00:36:19.680 position. Assuming then that we would be
00:36:22.240 able to uh reduce our costs because we
00:36:26.160 would no longer need consulting from uh
00:36:29.200 government solutions which is about
00:36:31.680 25,000 a year. We would no longer um uh
00:36:36.400 or we would eventually save on our audit
00:36:39.599 costs again like I'm expecting you
00:36:42.240 should at least save about $60,000. I
00:36:45.040 don't know what 2026 is going to look
00:36:47.040 like, but it it will definitely be
00:36:48.800 cleaned up in the future.
00:36:51.520 >> I just want people that are watching to
00:36:53.359 know that
00:36:54.320 >> that the cost is is going to be uh we're
00:36:57.599 trying to reduce costs.
00:36:58.880 >> Yes, we are. And the other piece is is
00:37:00.960 this individual will be able to look at
00:37:03.280 financial forecasting and really be able
00:37:05.680 to take a look at our investments as
00:37:08.079 well to optimize more revenues. So that
00:37:11.200 when we're looking at budget right now,
00:37:13.599 there were some conversations about our
00:37:15.680 investments and where certain things are
00:37:17.680 being held and we want to maximize the
00:37:20.079 interest levels that we're getting. Uh
00:37:22.240 so anyway, that that person's going to
00:37:24.000 be uh on top of those things and
00:37:26.000 overseeing that as well. So I would I
00:37:28.160 would see cost savings and growth in
00:37:30.079 some areas as well.
00:37:33.520 Any
00:37:36.400 additional questions or comments
00:37:38.480 pertaining to the item number six on our
00:37:41.920 agenda?
00:37:44.640 >> Um, Mr. Chair, I just have a couple
00:37:48.480 comments.
00:37:50.160 Um, in addition to some of the things
00:37:53.680 that that Rebecca already talked about,
00:37:57.680 um, I think if anybody wants to get
00:38:00.640 additional information, Lacrosse County
00:38:03.760 has actually won awards for its finance
00:38:07.040 model and how that works.
00:38:10.160 Um,
00:38:12.640 so I I think that obviously it's
00:38:15.280 benefited them. The only other question
00:38:17.200 that I had is um maybe Rebecca knows the
00:38:21.839 answer to this, but
00:38:24.400 how many counties currently have a
00:38:27.680 finance director
00:38:31.359 >> in the state?
00:38:32.400 >> Yeah. So, we did do a report on that
00:38:35.040 that had been shared uh multiple times
00:38:38.880 here, I think. Um so, I'm going to look
00:38:41.680 at I did I didn't print that for
00:38:43.520 everyone, but I brought it here.
00:38:45.920 So at the time that we were putting this
00:38:49.040 together, um there were 51 uh counties
00:38:52.880 out of the 72. But there even um within
00:38:58.480 that uh the the additional individuals
00:39:02.079 that were not considered finance
00:39:04.400 director, they were within accounting
00:39:07.599 and business service division, finance
00:39:10.240 division, comproller,
00:39:13.200 um the you know other roles like that,
00:39:16.720 lead accountant and so um there were
00:39:20.160 only uh and I think we did discuss this
00:39:23.760 quite a bit was I think there's like
00:39:26.240 five that continue to have the clerk,
00:39:30.480 the county clerk as the individual
00:39:33.680 overseeing that.
00:39:35.440 >> Yes. And I when I was looking some of
00:39:37.839 this stuff up that those were very small
00:39:42.480 counties or there was one of the
00:39:44.800 counties that had um Indian reservation
00:39:48.400 on it. So, a lot of their
00:39:51.839 um
00:39:53.760 a lot of their county government was
00:39:55.920 tied to that because of the land use and
00:39:59.040 all that kind of stuff. Um, but the
00:40:01.760 other thing that I noticed in the
00:40:03.200 research that I did was that
00:40:07.440 potentially your bond rating that the
00:40:10.000 county would have would actually go up.
00:40:12.800 One of the things that they look at is,
00:40:15.119 oh, how strong is that financial
00:40:17.280 picture? Do you have this comproller or
00:40:20.160 finance director there? It's it's one of
00:40:23.440 the questions on the form and one of the
00:40:25.280 boxes that they check. So I I think if
00:40:29.200 we can get better bond ratings because
00:40:31.760 of it, then ultimately long term we save
00:40:34.960 money there as well, right?
00:40:36.960 >> Yes, I would agree. And even in my
00:40:39.280 conversations with the S&P that was uh
00:40:42.800 it was reflected very positively on
00:40:45.280 having a county administrator as well.
00:40:47.680 Those conversations are real. They do
00:40:50.079 ask those questions and that does make
00:40:52.079 an im uh that that is in consideration
00:40:54.880 when they're looking at those things. Um
00:40:57.520 the five counties that you did state
00:40:59.599 they are Iron County 6,000 population
00:41:02.560 forest county 9,000 Crawford 16 Ashlin
00:41:06.319 County 16 of course I'm um estimating
00:41:09.119 here and Jackson that's the biggest one
00:41:11.760 at 20 21 close to 21,000 people.
00:41:14.880 >> Yeah. and they're they're now that they
00:41:18.079 have added an administrator
00:41:21.760 um oh no maybe I'm thinking of Buffalo
00:41:23.680 County but Buffalo County is also
00:41:25.839 looking into finance director they are
00:41:28.800 >> positions yes so it's I think it's
00:41:33.119 >> it's one of these things you can only
00:41:35.040 continue
00:41:36.880 to have a multitude of departments
00:41:39.920 working on various different things and
00:41:41.920 you have a multitude of investments or
00:41:44.560 grant money that's set aside and you can
00:41:47.200 only go so long with x millions of
00:41:49.920 dollars. I know that the healthc care
00:41:52.079 center having the the budget that they
00:41:56.640 do, they could not even function without
00:41:59.359 a finance director at this point. and
00:42:01.920 their finance director has has literally
00:42:05.760 taken them from average to struggling
00:42:09.839 healthc care center and really
00:42:13.760 >> helped them to advance their finances
00:42:17.599 dramatically
00:42:19.520 and they would never um talking with
00:42:22.000 Jerry at the healthcare center they
00:42:23.520 would never at this point ever think
00:42:27.280 about going without a finance director
00:42:30.240 and and So, in my opinion has always
00:42:33.040 been that this is a huge benefit to the
00:42:35.760 county, but I also think as a as a
00:42:39.440 supervisor elected official that when
00:42:42.480 constituents come to us and they say,
00:42:44.240 "Well, you're going to spend this much
00:42:45.839 money." It's it's great to have the
00:42:48.400 tools to say, "This is why
00:42:51.200 and and this is why we need to move
00:42:54.240 forward on this and we can't wait." So,
00:42:57.520 you know, the manager portion was a step
00:42:59.760 in the right direction and I think that
00:43:03.040 we've made headway with that, but we're
00:43:06.720 still missing those director parts of
00:43:09.119 it.
00:43:11.599 >> Thank you.
00:43:14.480 >> Is there additional discussion that we
00:43:16.880 have available to item number six on the
00:43:19.280 agenda?
00:43:21.440 Paul,
00:43:22.000 >> I suppose there may be just comments
00:43:23.920 right now, but you know, when we're in
00:43:25.520 the budget process, that increase 25,000
00:43:30.240 concerns me even though you say might be
00:43:32.319 replaced by something else. And then
00:43:34.960 also with our wage study going on,
00:43:38.640 um I guess I got three things then the
00:43:40.880 wage study that the finance manager
00:43:44.480 is being evaluated in that also.
00:43:48.079 And then my third actually concern is
00:43:51.040 that we had asked for the finance
00:43:52.960 director job description and we just got
00:43:56.880 this today and technically the position
00:44:00.400 title on the top of this says finance
00:44:03.599 manager managers crossed out and
00:44:06.400 director is put in. So, I I just feel
00:44:09.599 that
00:44:12.000 there's enough change in this job
00:44:14.880 description to even warrant a $25,000
00:44:17.760 increase
00:44:19.280 is what I I see. And that's why that's
00:44:22.880 my three concerns.
00:44:24.960 >> Thank you.
00:44:25.680 >> Okay. Chair, also I'd like to add um
00:44:28.160 >> Supervisor Todd,
00:44:29.359 >> I'd like to add also the the idea of um
00:44:32.079 when we hire somebody, we hire somebody
00:44:34.000 and there's a one-year probation period
00:44:36.400 in our county when it comes to that. Um
00:44:39.680 and to be able to um and why I think we
00:44:42.560 have that one-year probation period is
00:44:44.319 the idea of seeing what um employees can
00:44:46.880 do and what their success is in in doing
00:44:49.040 their job and moving forward with their
00:44:51.280 position. So, um, so I sit there and say
00:44:55.359 that before I could even think about
00:44:57.520 moving forward on a director's position,
00:45:00.480 let alone any position, is the idea
00:45:02.800 that, um, if we're going to move
00:45:05.359 somebody from within and they haven't
00:45:07.599 create um, finished their um, one-year
00:45:09.520 probation period, um, it's something
00:45:11.520 that, uh, really concerns me um, when it
00:45:14.720 comes to um, everybody in in the
00:45:17.359 facility. Um, and also the idea of just
00:45:20.400 like with this medical examiner idea of
00:45:22.880 we don't know of all the details when it
00:45:24.800 comes to, you know, what we can do or
00:45:27.520 where we're going to be moving or how we
00:45:29.359 can move until this issue is fixed in
00:45:33.200 our county. So, there's just a lot of
00:45:34.560 concerns when it comes to financing
00:45:35.920 right now. So, I just um I I just don't
00:45:39.920 um see something that I can move forward
00:45:42.800 on when it comes to that. So,
00:45:45.040 >> for those that came in the room late, um
00:45:47.599 we are on item number six,
00:45:49.839 reclassification of the finance manager
00:45:52.480 position to finance director, including
00:45:55.599 a change in paygrade and job title so
00:45:59.359 that you guys can keep up with what
00:46:01.200 we're dealing with right now.
00:46:06.400 Is there additional discussion,
00:46:08.560 additional comments at all? Rebecca,
00:46:10.720 >> I'll just say um
00:46:15.839 I'm I'm leaving. This doesn't benefit
00:46:19.280 me, but I'll tell you that as
00:46:22.560 professional as a professional
00:46:24.480 recommendation as county administrator
00:46:26.880 here. um it would be a a huge um problem
00:46:33.280 to uh it is in the best interest of the
00:46:35.920 county to have this position and uh
00:46:39.839 you're putting the county at risk uh by
00:46:42.400 not having that position. Um, so either
00:46:46.400 direction that you end up going as a
00:46:48.160 county admin or admin coordinator, um,
00:46:51.760 you still need this position. And so it
00:46:54.720 is my professional recommendation that
00:46:57.440 you, um, support the position and the
00:47:00.480 talent that you have here, which is
00:47:02.400 extremely difficult to find. um the
00:47:05.599 position was created at the level that
00:47:09.040 it was created. So there aren't a lot of
00:47:11.040 changes to it because that individual
00:47:13.119 comes in as a director already and has
00:47:15.920 been doing the work of a director. Um it
00:47:19.520 it it will be a huge loss to the county.
00:47:21.680 I'm not sure how you would replace that,
00:47:23.440 but that is your decision. Uh but on my
00:47:26.560 professional recommendation, I've given
00:47:28.560 you the best recommendation that uh to
00:47:31.200 to move forward.
00:47:35.839 >> Additional questions or comments?
00:47:37.920 Supervisor Severson. And and I I agree
00:47:40.480 with Becky on that that that it is an
00:47:43.200 important position,
00:47:45.119 but I agree with him too that we have a
00:47:47.680 person that's on probation that probably
00:47:51.440 I don't want to say is ready to move up
00:47:53.920 to that or or if we have to wait till
00:47:56.720 that probation is up.
00:47:59.680 >> I'm kind of on the fence.
00:48:00.800 >> I know. And you know, I just think again
00:48:03.520 um to fill this type of role is is is
00:48:07.359 extremely difficult. you had someone who
00:48:09.440 took a leap of faith and the previous
00:48:12.240 board while I know they you can't uh
00:48:14.960 they can't make decisions for you as a
00:48:17.280 board but they gave their recommendation
00:48:19.599 as a solid unanimous on this individual
00:48:22.800 and uh you will not keep this individual
00:48:26.000 without a commitment from the county and
00:48:28.640 you will have difficulty replacing that
00:48:31.119 individual just because these positions
00:48:33.599 again you don't find people with that
00:48:36.640 type of talent everywhere. where and uh
00:48:39.280 you you will have difficulty. There's uh
00:48:42.559 Marathon County is uh applying or
00:48:45.920 looking for someone right now. They're
00:48:47.599 in the 160,000 range and they are having
00:48:50.480 difficulty finding someone to fill that
00:48:52.640 position. Uh, I think you have a diamond
00:48:56.240 here that you should not let go. But
00:48:59.119 again, um, that is my professional
00:49:02.160 opinion and I think it would be a grave
00:49:03.839 mistake for the county to not support
00:49:05.680 that position and the individual that's
00:49:08.000 filling that right now.
00:49:10.800 >> Mr. Chair,
00:49:12.000 >> yes, Supervisor Turner.
00:49:14.800 Uh,
00:49:16.640 I guess my comment is and and I I can
00:49:21.040 see where Supervisor Todd and Supervisor
00:49:24.240 Caesar Severson are are talking about
00:49:27.520 the probationary period.
00:49:30.319 Um, it's kind of unfortunate that
00:49:32.720 elected officials do not have a
00:49:35.119 probationary period. Um, they come in
00:49:39.200 with unknown, many unknowns and whatnot.
00:49:44.160 Um maybe there's a possib what I would
00:49:48.160 like to propose is potentially then
00:49:51.200 given that what your concerns are and
00:49:54.800 and I think they're valid, right? So
00:49:58.559 what what about if say we determine that
00:50:03.119 this committee determines and with the
00:50:05.839 approval of say exec finance or the full
00:50:08.400 county board and we say we're going to
00:50:11.119 do an evaluation on this um finance
00:50:15.440 manager's position
00:50:19.280 um at a six-month period of time so that
00:50:23.839 we could potentially move if they if
00:50:27.200 they were to qualify for all that and a
00:50:29.920 good evaluation that we would move them
00:50:31.680 into that position with an increase in
00:50:34.400 pay. So that at this time when we're
00:50:37.280 doing budgets, we put that aside in the
00:50:40.960 budget in case that were to happen. So
00:50:44.559 then we potentially could take advantage
00:50:48.720 of this person
00:50:51.200 who is very wellqualified
00:50:54.400 and and move that forward and yet still
00:50:57.359 give a little bit of time so that we can
00:51:00.160 evaluate that performance at the end of
00:51:03.119 six months. Does that seem reasonable?
00:51:07.680 >> Can I what when is the finance manager's
00:51:11.119 probation up?
00:51:12.880 >> May. in May
00:51:15.680 and she's been here five months so far
00:51:20.559 >> in I'm doing the same thing.
00:51:23.200 >> I was counting months.
00:51:24.480 >> I know. And end of end of November,
00:51:27.839 beginning of December. So if we if we
00:51:31.040 put it on the budget and we approve it,
00:51:34.079 that money's are sitting there
00:51:38.559 and if
00:51:41.040 if that performance improvement
00:51:42.880 evaluation is good, then starting
00:51:44.720 January 1st, we already know that the
00:51:46.720 money is there and we can we can move
00:51:50.079 forward with it without
00:51:52.640 trying to upset the apple cart, right?
00:51:55.839 Um I know right now because the finance
00:51:58.559 manager doesn't really have that
00:52:01.520 autonomy to
00:52:04.800 um direct education, direct staff, um um
00:52:09.520 delegate duties that you know they're
00:52:14.000 not the number pusher. They're not the
00:52:16.000 person that reconciles or replaces any
00:52:18.880 department finance personnel. They're
00:52:21.520 there to oversee that that entire
00:52:24.640 picture and make sure that all these
00:52:27.119 numbers coming from various different
00:52:28.880 departments are driving that that
00:52:32.400 there's not a some sort of huge
00:52:34.720 discrepancy in some department's budget
00:52:37.520 that nobody knew about, right? And then
00:52:41.839 also putting people in place. So like
00:52:44.559 let's say a department needs to hire
00:52:46.720 somebody for some of their bookkeeping
00:52:49.520 stuff. Maybe it's the highway
00:52:50.800 department, for instance. Somebody
00:52:53.680 retires, they need to get somebody in.
00:52:56.160 This finance director's position
00:52:59.839 could assist in helping to train that
00:53:02.960 person into those new duties. You know,
00:53:05.680 if you have a new elected clerk or a new
00:53:08.160 elected treasur, this person knows it
00:53:10.720 from the ground up. So, they can help to
00:53:13.440 implement and train these people to be
00:53:16.480 very good at their jobs. So that's part
00:53:20.319 of that important picture and I I think
00:53:23.599 that we are we would be selling our
00:53:26.000 county short
00:53:27.839 if if we didn't
00:53:30.960 find a way to pursue that. And by the
00:53:33.359 same token, what if you do an evaluation
00:53:35.760 in November and you say, "Well, you
00:53:38.000 haven't really done anything to help our
00:53:39.680 county." Then we just we don't move
00:53:41.440 forward with the director's position
00:53:43.119 then, right? So, it's we can only gain,
00:53:47.280 we can't lose.
00:53:49.440 >> Mr. Chair,
00:53:51.200 >> Supervisor Todd.
00:53:52.480 >> Um, where I'm sitting when it comes to
00:53:54.960 um this is the idea that um right now
00:53:58.400 between the uh financial
00:54:02.400 one finance position to another
00:54:03.920 financial position, it's approximately
00:54:06.319 30,000 difference right now. uh from the
00:54:09.440 one we have in our financial department
00:54:11.520 to the manager. And at this point, I
00:54:14.960 would like just to amend and make a
00:54:17.280 motion on the floor to um table this
00:54:20.240 until May.
00:54:21.440 >> Okay. So, I'm just defining it.
00:54:23.119 Supervisor Todd,
00:54:24.640 >> are you moving to amend or to table this
00:54:28.319 motion? I'm moving to table this uh
00:54:32.000 motion to May of 2027
00:54:35.760 um until um
00:54:39.200 the probational period is up with our uh
00:54:43.280 manager that we have now or um until we
00:54:46.720 get the um all the information put
00:54:48.160 together when it comes to our finances
00:54:49.760 through our county.
00:54:51.440 So, there's a motion on the floor to
00:54:54.240 table item number six to table requires
00:54:59.200 a second, is not debatable, is not
00:55:01.920 amendable, and requires a majority vote.
00:55:05.280 Is there a second to the motion to
00:55:07.200 table?
00:55:09.200 >> I'll I'll second it.
00:55:10.800 >> It's been properly moved and seconded to
00:55:13.359 table item number six.
00:55:17.040 We shall proceed to vote.
00:55:20.640 Um,
00:55:22.720 part M. Madam Parliamentarian, do we
00:55:24.720 need a roll call vote on this or not?
00:55:28.800 >> As I understand it, the motion is on
00:55:30.480 financial
00:55:32.880 still for transparency.
00:55:38.960 >> Uh, set. Madam Secretary, could you
00:55:40.800 please call the role for the vote?
00:55:43.040 >> Bridget Turner.
00:55:45.440 No.
00:55:47.520 >> Andy Todd.
00:55:48.799 >> Yes.
00:55:49.839 >> Paul Severson.
00:55:51.599 >> Yes.
00:55:52.400 >> Kevin Whan.
00:55:53.599 >> Yes.
00:55:56.160 >> The vote is 3 to one. The motion is
00:55:59.040 tabled.
00:56:01.040 We shall uh continue to address it at
00:56:04.000 the allotted time that was specified.
00:56:07.839 Um
00:56:09.599 with that, that concludes item six. We
00:56:12.559 shall continue to item number seven, the
00:56:15.359 human resource department update, the
00:56:17.760 turnover report. And this is information
00:56:19.839 that is in your packet.
00:56:23.119 So, um just going over um we're
00:56:27.119 continuing to fill and keep positions
00:56:31.280 filled. Um you can take a look at just
00:56:34.880 the what's been accomplished to date and
00:56:37.119 so uh very encouraging. Um there's been
00:56:41.839 good movement on filling for uh our
00:56:44.960 jail. And so are there any questions? We
00:56:49.839 we had uh VSO officer, the veteran
00:56:53.040 service officer uh interviews yesterday.
00:56:56.480 Those went well. So uh we're moving
00:56:58.799 forward there. Um
00:57:01.760 yeah, any other questions?
00:57:07.760 A question, Rebecca. Where it says
00:57:09.440 waiting on DH, is that uh it would be on
00:57:13.680 uh underneath uh meal delivery driver,
00:57:16.079 waiting on DH. What's DH? The DH stand
00:57:18.480 for?
00:57:18.880 >> Uh
00:57:21.040 department head.
00:57:21.680 >> Department. Thank you. I once we start
00:57:23.839 getting acronyms, I get lost.
00:57:25.839 >> I like to communicate, but I don't know
00:57:27.680 all the verbiage.
00:57:29.119 >> All right. Yeah, we have to uh wait on
00:57:32.160 them sometimes to get information back
00:57:34.319 before we can continue forward on the
00:57:36.640 hiring process.
00:57:38.160 >> And thank you on that.
00:57:40.079 >> Um
00:57:41.760 that concludes item number seven, unless
00:57:44.559 there's questions or comments.
00:57:47.280 Any other questions or comments on item
00:57:49.280 seven, the report that was on the human
00:57:51.599 resources department with turnover?
00:57:56.720 I think HR has been doing a good job
00:58:01.680 >> and I appreciate the communication that
00:58:03.599 they've been giving us. It's been
00:58:04.880 excellent.
00:58:10.400 >> With that, um
00:58:14.240 >> I see them in the hall.
00:58:15.440 >> Are they in the hall? Uh, can we go to a
00:58:19.200 recess until we can get our individuals
00:58:22.079 in here that are representing the
00:58:23.760 Wisconsin Professional Police
00:58:25.280 Association and then we'll go uh once
00:58:28.559 they get them in there, we'll uh work
00:58:30.240 with the addition of the agenda. So, a
00:58:32.960 short recess until we get everybody in
00:58:34.880 place. Please.
00:58:38.240 At this time, we will call back into
00:58:40.480 session the Templo County Personnel
00:58:43.520 Bargaining Committee meeting for
00:58:46.319 October. Um, what we're hoping to do
00:58:50.480 today is item eight, a close session
00:58:53.440 item, discussion negotiations with the
00:58:55.440 Wisconsin Professional Police
00:58:57.280 Association, the WPPPA, regarding union
00:59:00.720 negotiation Wisconsin statute 19.85 85
00:59:04.799 subsection 1 under C considering
00:59:08.000 employment promotion and compensation or
00:59:10.960 performance evaluation data of any
00:59:13.920 public employee over which the
00:59:15.760 governmental body has jurisdiction or
00:59:18.240 exercises responsibility. Wisconsin
00:59:20.720 statute 19.85 85 subsection 1 section E
00:59:25.359 government body
00:59:27.280 uh deliberating or negotiating the
00:59:29.760 purchasing of public properties, the
00:59:31.280 investing of public funds or conducting
00:59:33.760 otherwise specialized public business
00:59:36.960 whenever competitive or bargaining
00:59:38.720 reasons require a close session.
00:59:42.720 What is your pleasure?
00:59:44.799 >> Did you make the motion?
00:59:46.240 >> I have not made the motion. I'm asking
00:59:47.920 you to make the motion. Well, usually in
00:59:50.079 the motion that we make, we read that
00:59:52.240 into the emotion.
00:59:53.040 >> Oh, I apologize. I was stating the close
00:59:55.119 session.
00:59:55.680 >> So, I move what Chair Well, uh, Whan
01:00:00.160 said
01:00:00.960 >> and I'm going to second that. Chair,
01:00:02.480 >> it's been properly moved and seconded to
01:00:04.160 move to close session. At this time, we
01:00:06.640 request that the recording
01:00:09.440 cease, the onair broadcast cease. We
01:00:13.760 have to take a vote yet.
01:00:16.240 >> It has to be roll call.
01:00:17.680 We have to do a roll call vote.
01:00:19.839 >> Yes. Thank you, Bridget. All those in
01:00:22.400 favor, we'll start with roll call vote.
01:00:24.640 Um,
01:00:26.480 >> whom do we have that can?
01:00:28.640 >> One, two, three, four.
01:00:29.920 >> Go ahead. I'm taking votes.
01:00:31.920 >> Oh, good. Okay.
01:00:34.240 >> Yes. Severson says yes.
01:00:36.480 >> Todd says yes.
01:00:38.559 >> Whan says yes. Perfect.
01:00:40.880 >> And Turner stated yes.
