There are 138,707 automatic license plate readers mapped across the United States.
Until now, it has been difficult to see that network as a network. Cameras are often discussed one police department, one contract or one city council meeting at a time. The public gets a few dots. The system keeps growing.
I built the National ALPR Atlas to show the larger picture.
The interactive map lets you search 18,556 cities and communities across all 50 states and Washington, D.C. It identifies places where cameras cover every major mapped entrance and exit, shows communities with partial coverage and examines numbered routes crossing state lines.
The point is not to claim every road is watched. It is to show how much of the country’s ordinary highway network can already be observed—and how little most drivers know about it.
When every highway into town has a camera
The atlas currently identifies 3,749 communities as “corridor sealed.”
That term has a specific and limited meaning. A community must have at least two major entrances, and every one must have a mapped automatic license plate reader nearby. “Major” means an Interstate, U.S., state or county highway crossing the community boundary.
Back roads, township roads, residential streets and farm lanes are excluded. You may still be able to leave without passing a mapped camera. You just cannot leave on a major highway without doing so.
Another 8,546 communities have partial coverage.
The atlas considers an entrance covered when a mapped reader is within 400 meters—about one-quarter mile—of the boundary crossing, or when a reader sits along the same route inside the community.
That is a geographic model. It does not prove that a camera was operating on a particular day or that it captured a particular vehicle. It does show where the infrastructure has been mapped.
Can you cross a state line without being logged?
The atlas also examines 3,433 numbered routes crossing state lines.
For each crossing, it checks for a mapped reader within 400 meters on both sides of the border. The map distinguishes between routes watched by the state you are leaving, routes watched on the far side and routes where no nearby reader appears in the underlying camera index.
The current model identifies 2,870 crossings with no mapped reader nearby.
That does not guarantee an unwatched trip. The camera inventory comes primarily from DeFlock, a crowd-sourced project, along with ALPR locations recorded in OpenStreetMap. A missing camera in the data is not proof that no camera exists beside the road.
But the unanswered spaces matter, too. They show what has been documented, what has not and where more public reporting is needed.
What this map does—and does not—prove
The road network and community boundaries come from the U.S. Census Bureau’s 2024 TIGER/Line files. Those records identify road classifications and municipal boundaries. Camera locations come from DeFlock and OpenStreetMap.
The model combines those datasets to answer a narrow question: How closely do mapped license plate readers line up with the major ways into and out of American communities?
It does not identify who owns every camera. It does not establish which police departments or private entities can search a particular network. It does not show retention periods, sharing agreements, hot-list rules or how frequently agencies search the data.
Those questions require contracts, policies, audit logs and public-records requests. The atlas is the starting point, not the verdict.
Why this matters in Wisconsin
A camera installed in one Wisconsin community does not necessarily create a purely local database.
License plate reader systems can be connected across jurisdictions, giving outside agencies access depending on the vendor, network configuration and sharing rules. The sign beside the highway—if there is one—does not tell you who can search the resulting records.
That is why local oversight cannot end with a camera count.
Residents should know who owns the equipment, who administers the network, which agencies can search it, how long records are retained and whether officials regularly review audit logs for misuse.
A map cannot answer all of those questions. It can help residents know where to start asking them.
Search for your city or county. Look at the major routes. Then ask the officials responsible for those cameras to produce the policy, contract, sharing list and audit log.
Your plate. Your commute. Someone else’s searchable database. You deserve to know who is watching.
